Western Railway Floats INR 54.67 Billion Tender for RTS Systems in Bhavnagar

The Western Railway has announced a tender for the installation of 1.1 MW rooftop solar systems across various locations in Bhavnagar. The project, which has an advertised value of INR 54.67 billion, is part of Western Railway's ongoing efforts to enhance its renewable energy infrastructure.
Bidders interested in the project are required to submit an earnest money deposit of INR 4,23,400. The successful bidder will have six months to complete the project, which includes the design, supply, erection, testing, and commissioning of grid-connected rooftop solar systems. In addition, the scope of work involves the repair, replacement, and comprehensive maintenance of the power supply system for a period of five years.
To qualify for the tender, bidders must meet specific financial and technical criteria. They must have a minimum average annual contractual turnover calculated based on the formula V/N or V, whichever is less, where V represents the advertised value of the tender in crores of rupees and N denotes the number of years prescribed for the completion of the work. This turnover will be calculated from the audited balance sheets of the previous three financial years, or, if necessary, the fourth previous year.
Additionally, bidders must hold a valid electrical contractor licence of the appropriate voltage, issued by any state government under Indian Electricity Rules 1956 or its subsequent amendments. The licence must be submitted along with the bid offer.
The tender also outlines the required work experience for eligibility. Bidders must have completed either three similar works, each costing at least 30 percent of the advertised value, two similar works costing at least 40 percent, or one similar work costing at least 60 percent of the advertised value within the last seven years.
Work experience certificates from government organisations or publicly listed companies with an average annual turnover of INR 5 billion or more over the last three financial years will be accepted. These companies must be listed on the National Stock Exchange or Bombay Stock Exchange and have been incorporated or registered at least five years before the tender’s closing date. The work experience certificate must be issued by an authorised representative of the publicly listed company.
