WBSEDCL Invites Bids for 250 MW/1,000 MWh Standalone BESS Projects in West Bengal

WBSEDCL has invited bids to set up a 250 MW/1,000 MWh standalone battery energy storage system in Paschim Midnapore, West Bengal, with an additional 250 MW/1,000 MWh greenshoe option under the build-own-operate model. Bid submission ends on November 14, 2025.

West Bengal State Electricity Distribution Company (WBSEDCL) has floated a tender for setting up 250 MW/1,000 MWh standalone battery energy storage systems with an additional greenshoe option of 250 MW/1,000 MWh at Goaltore, Paschim Midnapore, West Bengal.

The project must be developed under build, own and operate (BOO) model. Setting up of the BESS and interconnection of the BESS with the WBSEDCL network will be under the scope of the BESSD.

The project must be located in land identified within the boundaries of the Goaltore Substation. Land required for construction of BESS will be provided by WBSEDCL.

Bidders need to pay INR 5 lakh (plus GST) as a bid document fee and another INR 2,500 (plus GST) as a processing fee. Further, they need to furnish INR 2.08 lakh/MWh (plus GST) as an earnest money deposit (EMD). The selected bidder must deposit a performance bank guarantee (PBG) of INR 5.2 lakh/MWh.

The last date for submission of bids is November 14, 2025.

The unit size/bid size must be 250 MW/1,000 MWh. After bidding WBSEDCL may inform the winner about VGF amount with consultation with bidding agency and BESSD must agree to reduce bid value by INR 0.40 lakh/MW/month.

The duration of the BESPA will be 15 years.

Charging and discharging of the system shall be under the scope of WBSEDCL. The BESS must be charged by drawing power from WBSEDCL network and inject power to WBSEDCL network.

The BESSD must guarantee a minimum system availability of 95 percent on monthly basis.

The RfS proposed to promote only commercially established and operational technologies to minimise the technology risk and to achieve timely commissioning of the project.

The net worth of the bidder must be at least INR 83.20 lakh/MW, as on the last date of the previous Financial Year or as on the day at least 7 days prior to the bid submission deadline. The bidder must possess a minimum annual turnover of INR 50 lakh/MWh achieved during last completed financial year (FY 2024-25) or as on the day at least 7 days prior to the bid submission deadline.
