Waaree Relocates Proposed 6 GW Integrated Solar Manufacturing Facility out of Odisha

Waaree Energies has announced a change in the location of its proposed 6 GW integrated solar manufacturing facility originally planned in Odisha, with new sites identified across Gujarat, Maharashtra, and potentially Tamil Nadu, citing project delays at the earlier site.

Solar modules and cells manufacturer Waaree Energies has announced the shifting of the location of its upcoming 6 GW ingot-wafers, solar cells and module manufacturing facility out of Odisha. The company’s Board in a meeting held on June 20, 2025 approved the change of location.

As per the revised plan, a 3 GW module plant will be set up at Samakhiali, Gujarat and another 3 GW module plant will be set up in Gujarat or Tamil Nadu or any other location to be finalised later. A 6 GW solar cells plant will be established at Unn, Gujarat. A 6 GW ingots and wafers plant will be set up at Nagpur, Maharashtra.

Waaree Energies mentioned setting up a 6 GW integrated ingot-wafers, solar cells and module manufacturing facility in Odisha in the Red Herring Prospectus it issued while raising funds through an Initial Public Offering (IPO) in September 2024.

“The company is experiencing delays in the execution of the project at the location specified in the Prospectus. In order to utilise the IPO proceeds and expedite the project, the Board has approved the change in location for implementation of the 6 GW Capacity Ingot-Wafers, Solar Cells and Module manufacturing facility,” the company reasoned in a regulatory filing.

This comes as a blow to Odisha as the state is aiming to be a solar manufacturing hub. In November, last year, the Odisha government approved proposals from Grew Energy, Jupiter International, Jakson Engineers and Saatvik Solar to set up solar cell and module manufacturing facilities in the state. Overall the state approved investments worth about INR 14,489.78 crore in solar manufacturing and energy storage. In April 2025, Inox Solar secured land from the Odisha government to set up a 4.8 GW solar cell and 4.8 GW module manufacturing plant, in Dhenkanal, Odisha in two phases with an approximate investment of INR 4,000 crore.
