Waaree Enters ALMM List-II with 5,251 MW Cell Capacity, Total Enlisted Capacity Reaches 23.7 GW
Waaree Energies has entered the ALMM List-II for solar PV cells by adding 1,328 MW of Mono PERC and 3,923 MW of TOPCon cell capacity from its plant in Chikhli, Gujarat. With this, the total enlisted capacity reaches 23,732 MW.

The Ministry of New and Renewable Energy (MNRE) has updated the ALMM (Approved List of Models and Manufacturers) List-II for solar PV cells by adding 5,251 MW capacity from Waaree Energies’ Chikhli, Gujarat plant. With this, the total enlisted capacity in ALMM List-II reaches 23,732 MW, and the number of manufacturers increases to 9.
Waaree Energies has entered the list with 3,923 MW of N-type TOPCon cells and 1,328 MW of P-type PERC bifacial cells.
Commenting on the development, Sunil Rathi, Executive Director, Waaree, said, “ALMM List-II inclusion for our solar cells is a critical step in strengthening domestic backward integration across India’s solar value chain. While Waaree is already the largest in scale, this milestone reinforces our position at the forefront of solar cell technology as well. By scaling high-efficiency TOPCon and PERC cell manufacturing in India, we are reducing import dependence while giving developers and EPCs greater certainty on quality, supply continuity, and policy compliance. This is how India builds a resilient, self-reliant solar manufacturing ecosystem at scale.”
He further added that the listing significantly strengthens Waaree’s position as a fully integrated cell-to-module supplier, offering developers, EPCs, and institutional buyers greater assurance on domestic sourcing, supply-chain security, and long-term project viability.
The list was last updated on November 24, 2025, when Websol Energy Systems entred the ALMM List-II by adding 602 MW of Mono Crystalline PERC (Bifacial) solar cell capacity from its plant in Falta, West Bengal. The list has been revised thrice since being first published on on July 31, 2025.
In the first revision in September 2025, Tata Power added 4,813 MW of solar cell capacity. While TP Solar added 4,480 MW of Mono Crystalline PERC Bifacial Solar cell capacity and 53 MW of Mono Crystalline TOPCon Bifacial Solar cell capacity from its plant in Tamil Nadu. TPREL added 280 MW of Bifacial Mono c-Si PERC Cells capacity from its plant located in Bengaluru, Karnataka.
In the inaugural list, Adani Solar added the highest capacity among all at 3,832 MW from its 2 units – Mundra Solar Energy adding 1,939 MW of Bifacial Mono PERC and Mundra Solar PV adding 1,893 MW of Bifacial N-Type TOPCon solar cells.
FS India Solar Ventures (First Solar) added 3,212 MW. Emmvee Energy added a capacity of 1,553 MW in TOPCon solar cells from its plant in Karnataka. Premier Energies enlisted a total capacity of 1,924 MW in Mono PERC cells, with Premier Energies Photovoltaic adding 751 MW and Premier Energies International adding 1,174 MW. ReNew Photovoltaics added 1,766 MW of capacity in Mono PERC solar cells. Jupiter International added a total of 779 MW capacity in Mono PERC solar cells.
The ALMM List-II for solar cells will be implemented effective June 1, 2026. Recently, MNRE also clarified that the cut-off date for the implementation of ALMM List-II for solar PV cells will be one month after the publication of the list. “The first version of the ALMM List-II for solar PV cells was issued on July 31, 2025, thereby fixing the aforesaid ‘Cut-off date’ as August 31, 2025,” it said.
The Ministry clarified that for all projects which are mandated to use solar PV modules from ALMM List-I for solar PV modules, if the last date of bid submission is on or before the cut-off date, such projects shall be mandated to use solar PV modules from ALMM List-I for solar PV modules, but will stand exempted from the requirement of using solar PV cells from ALMM List-II for solar PV cells, irrespective of their date of commissioning. “Such projects will be exempt from the requirement of using solar PV cells from ALMM List-II, even if their date of commissioning is beyond June 1, 2026,” explained the MNRE.
It further added that if the project is participating in the bid as an already commissioned project with commissioning achieved on or prior to the cut-off date of August 31, 2025, such project shall be exempt from the purview of ALMM for solar cells.
For Net-Metering and Open Access Projects, if commissioned prior to the effective date of June 1, 2026, the projects are exempt from ALMM for solar cells, the Ministry said.
In September 2025, MNRE also issued a draft amendment in the ALMM framework to include solar wafers. As per the draft, ALMM List-III for wafers will come into effect from June 1, 2028, subject to the condition that at least three independent wafer manufacturing units are operational, with a combined annual capacity of 15 GW. Importantly, enlisted wafer manufacturers must also have equivalent ingot manufacturing capacity, ensuring integrated upstream production.
