Verification of DCR Undertaking Must for Inspection Approval by Discoms in PM Surya Ghar Yojana: REC
REC, the nodal agency for the implementation of PM Surya Ghar Muft Bijli Yojana, has notified the Discoms about the new checklist for the approval of inspection report in the National portal including the DCR Undertaking.

“This checklist includes various particulars of the RTS installation that Discoms need to verify and submit. Only after the details are submitted in this checklist, the inspection will be approved on the National Portal,” informed the notification.
For the uninitiated, REC has been designated by the Ministry of New and Renewable Energy (MNRE) as the overall program implementation agency for the rooftop solar scheme.
Additionally, MNRE has mandated that vendors upload a Domestic Content Requirement (DCR) undertaking. “This DCR undertaking will be visible only for applications submitted with solar installation details from the consumer login after August 23, 2024. Discoms are required to verify this undertaking in the prescribed format and tick the corresponding checkbox on the Inspection checklist,” added the notification.
It further clarified that for installations before August 23, 2024, Discoms may collect the undertaking in hard copy or request the consumer to resubmit the installation details, including the DCR undertaking, on the National Portal before checking the box.
REC has laid down a detailed process that needs to be followed by Discoms before submitting inspection approval on the National Portal.
The discoms need to confirm and verify whether the category is Residential or Resident Welfare Association (RWA) from the electricity bill submitted by the consumer as it will impact the calculation of the subsidy.
They need to ensure that a geo-tagged photograph – including location, latitude, and longitude details with the timestamp, of the Rooftop Solar installation, with all installed modules clearly visible, is uploaded. The Discoms also need to verify that the properly filled DCR undertaking is uploaded in the required format only.
