Vasudha Foundation Signs MoU with CAG to Strengthen Power Sector Audits

Vasudha Foundation has partnered with the Office of the Comptroller and Auditor General of India (CAG) through a formal MoU to strengthen data-driven audits and institutional oversight in India’s power sector amid the country’s accelerating energy transition.

Vasudha Foundation has signed a Memorandum of Understanding (MoU) with the Office of the Comptroller and Auditor General of India (CAG) to enhance institutional oversight and strengthen auditing practices in India’s power sector.
 
The partnership aims to integrate technical expertise in climate and energy with the CAG’s mandate of promoting systemic efficiency and accountability in public sector audits, particularly at a time when India is undergoing a large-scale energy transition.
 
“As India navigates an unprecedented energy transition, the role of institutional oversight is more critical than ever. This partnership is designed to bridge technical climate and energy expertise with the CAG’s mission of driving systemic excellence in power sector audits,” stated Vasudha Foundation in a post.
 
Under the collaboration, the two organisations will focus on building robust data repositories and performance benchmarks to enable outcome-based audits and improve risk identification for distribution companies (DISCOMs).

The MoU also include capacity-building initiatives, including specialised workshops, technical compendiums, and targeted training programmes to equip CAG officers with in-depth sectoral knowledge.

Another key pillar of the agreement is knowledge exchange, ensuring a continuous flow of data, insights, and analytical inputs to support effective auditing amid evolving regulatory and operational dynamics in the power sector.

“This engagement is a natural progression of our ongoing work with the CAG’s office. Following our technical contributions during the National Workshop on Horizontal Performance Audit (held on February 5-6, 2026), some of our recommendations for the DISCOM Performance Audit Design Matrix have been adopted into the national auditing framework,” the Foundation said.

It further added, “This MoU reinforces our shared commitment to data-driven governance and informed decision-making. We look forward to supporting a more transparent, accountable, and resilient power sector as we work toward the vision of Viksit Bharat 2047.”
