UREDA Floats Empanelment Tender for 16,000 KWp Solar Projects in Uttarakhand
Uttarakhand Renewable Energy Development Agency has released an e-tender to empanel EPC contractors for the design, supply, erection and commission of on-grid solar PV power plants at various locations in Uttarakhand.

Uttarakhand Renewable Energy Development Agency (UREDA) has released a tender for the empanelment of EPC contractors for the design, manufacture, supply, erection, testing, net metering and commissioning including warrantee and AMC for five years of capacity 1 KWp to 1000 KWp Grid connected rooftop and small solar power plant at various locations in Uttarakhand.
The estimated cost of works is about INR 100 crores and the tentative cumulative capacity is about 16,000 KWp. The selected firms/bidders will be empanelled initially for one year from the date of agreement.
The last date and time of receipt of the bid on the portal is September 9, 2024, till 5:00 PM. The bids will be opened on September 11, 2024.
To participate in the bidding process, INR 11,800 (including GST) – the cost of the document, needs to be submitted in the form of a demand draft in favour of Director UREDA, Dehradun by 5:00 PM on September 10, 2024.
The bidder also needs to deposit earnest money deposit (EMD) of INR 2 crores in the form of demand draft/FDR/TDR/BG.
“The selected firms will have to install the grid-connected Rooftop and small Solar PV Power Plants in accordance with technical specification and various other requirements as specified in the draft agreement of this document,” noted the tender document.
To evaluate the eligibility, UREDA will use a points system. In the experience of supply, installation and commissioning of Grid Connected Solar PV Power Projects with net-metering facility (in last Five years) parameter, 40 points will be given to bidders with above 5000 KWp cumulative capacity and 30 points will be given to bidders who have executed above 500 KWp up to 5000 KWp cumulative capacity.
In the financial capability parameter, 30 points will be given to firms with more than INR 20 crores of average annual turnover for the last three years and firms with 3-20 crores of average annual turnover for the last three years will be given 20 points.
In the financial capability – bank solvency certificate criteria, firms with more than INR 20 crores will get 20 points and firms with INR 3-20 crores will get 10 points.
Further, the bidder firm is registered in Uttarakhand will get 5 marks. If five or more service centres are located in Uttarakhand, 5 marks will be given. The minimum score to be obtained to qualify technically should be at least 70 points.
