UPNEDA Invites Bids for 500 MW Rooftop Solar PV Projects in Uttar Pradesh
Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has issued a tender to select solar developers for setting up 500 MW of grid-connected rooftop solar projects on government and institutional buildings across Uttar Pradesh under the RESCO model with net metering. Bid submission ends on May 16, 2025.

Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) has floated a tender for the selection of solar power developers for setting up 500 MW of grid-connected rooftop solar PV project on government and semi-government buildings and other institutions in Uttar Pradesh under the RESCO model on net metering basis through tariff-based competitive bidding.
The scope of work includes design, engineering, supply, erection, testing and commissioning of grid-connected rooftop solar projects with capacities ranging from 1 kWp to 2,000 kWp. The bidders must offer comprehensive operation and maintenance for 25 years.
Bidders need to pay INR 29,500 as a tender document fee. Further, they need to submit a bid processing fee of INR 10,000/MW up to a maximum of INR 5 lakh. Additionally, they need to furnish INR 1 lakh/MW as an earnest money deposit (EMD). Selected bidders must submit a performance bank guarantee of INR 10 lakh/MW.
The last date for submission of bids is May 16, 2025. The techno-commercial bids will be opened on May 17, 2025.
Bidders must submit bids for the minimum aggregate bid capacity of 5 MW and maximum bid capacity of 500 MW.
The size of each project shall be in the range from above 25 kW to 2000 kW only. “One project may however comprise of several rooftop units. Each rooftop unit can separately connect with the grid and may have separate meters. Not more than one project will be allowed for one meter consumer number, subject to a maximum project size of 2,000 kW,” clarified the tender.
The modules and cells should be ALMM-compliant.
The successful bidder must commission the awarded capacity of 250 MW or less than 250 MW within 12 Months and for more than 250 MW within 18 months from the date of signing of the agreement with UPNEDA.
The bidder must have experience in the design, engineering, supply, installation and commissioning of grid-connected solar PV power plants and solar systems under RESCO mode or CAPEX mode of cumulative capacity of not less than 1,500 kW in the last five financial years. The reference power plants must be commissioned and should be satisfactorily operational.
The net worth of the bidder must be equal to or greater than INR 80 lakhs/MW of the quoted capacity, as on the last date of the previous financial year or as on the day at least 7 days prior to the bid submission deadline.
