The Uttar Pradesh Electricity Regulatory Commission (UPERC) has proposed a comprehensive overhaul of the state’s electricity grid framework with the draft Uttar Pradesh Electricity Grid Code Regulations, 2026.
The draft seeks to replace the existing Uttar Pradesh Electricity Grid Code, 2007, with a framework aligned substantially with the Indian Electricity Grid Code, 2023. The proposed regulations place greater emphasis on integrated resource planning, renewable energy integration, energy storage and flexible power resources. Under the draft, generation and transmission planning would consider projected electricity demand, reliability requirements and an optimum generation mix, while also accounting for storage systems, flexible resources and demand response measures to manage the variability and intermittency of renewable energy sources.
The draft Grid Code also provides a regulatory framework for energy storage systems, renewable power park developers, generating companies, captive generating plants, transmission and distribution licensees and other entities connected with the state power system. This is expected to provide a more structured framework for the increasing integration of renewable generation and storage assets into Uttar Pradesh’s electricity network.
A key feature of the proposed code is the introduction of provisions for different categories of grid reserves at the state level. These include primary, secondary and tertiary reserves, along with black start and voltage control reserves. According to UPERC, the framework would enable the State Load Despatch Centre to adopt these system operation practices when required to improve the secure, reliable and economical operation of the state power system.
The proposed regulations also introduce dedicated provisions covering integrated resource planning, communication and cyber security. The resource planning framework would bring demand forecasting, generation resource adequacy planning and transmission resource adequacy assessment and planning within a coordinated structure.
UPERC has invited suggestions and objections from stakeholders and members of the public on the draft regulations. Written comments can be submitted to the Commission until August 21, 2026. A public hearing on the draft is scheduled for September 1, 2026.
The proposed Grid Code comes as Uttar Pradesh’s power system evolves to accommodate a growing share of renewable generation and emerging technologies such as battery energy storage. If finalised, the regulations would repeal the 2007 Grid Code and establish a more modern framework for planning, connection, scheduling and operation of the state electricity system.
