UP Jal Nigam Invites Bids for 10 MW Solar Project in Lucknow

Uttar Pradesh Jal Nigam (UPJN) has initiated the bidding process for the development of a 10 MW grid-connected ground-mounted solar project at Bharwara STP Campus in Lucknow, Uttar Pradesh. This venture, to be executed on a turnkey basis, is estimated to incur an expenditure of INR 62.367 crores.

Interested parties are invited to submit their bids by February 23, 2024, with bid openings scheduled for the subsequent day. As part of the bidding requirements, bidders must provide an earnest money deposit (EMD) amounting to INR 62.37 lakhs. Successful bidders will then be expected to furnish a performance bank guarantee equivalent to 10 percent of the estimated project cost.

Eligibility criteria stipulate that bidders must have completed three projects, each constituting a minimum of 30 percent capacity, with costs totaling at least 30 percent of the estimated project cost. Alternatively, bidders may demonstrate completion of three projects, each with a minimum capacity of 40 percent and costs amounting to at least 40 percent of the estimated project expenditure. 

Additionally, bidders who have executed one project with a minimum capacity of 60 percent, accounting for at least 60 percent of the estimated project cost, are eligible to participate.

Financial prerequisites include an average annual turnover of INR 18.71 crores over the past three financial years and a positive net worth in the preceding financial year. Additionally, a solvency certificate covering a minimum of 40 percent of the project’s estimated cost must be submitted.

Joint venture (JV) bidders are permitted a maximum of two members, with an Indian firm serving as the lead member, holding a minimum stake of 51 percent. Other JV members should possess a stake of at least 30 percent, with the lead member’s turnover and solvency constituting at least 51 percent of the total requirement. Both JV members must collectively possess a minimum technical experience of 30 percent, specifically for projects surpassing INR 25 crores.
