THDC Invites EOI for Solar Power Project DPR Consulting
THDC India Ltd. has announced an Expression of Interest (EOI) for the empanelment of technical consulting agencies to prepare Detailed Project Reports (DPR) for ground-mounted and rooftop solar power projects across various States in India.

THDC India Ltd., a Schedule-A Mini Ratna Category-I Public Sector Undertaking, has announced the launch of an Expression of Interest (EOI) to invite technical consulting agencies for the preparation of Detailed Project Reports (DPR) related to ground-mounted and rooftop solar power projects across various locations in India.
This empanelment will be effective for a period of three years, primarily targeting states such as Uttarakhand, Uttar Pradesh, Chhattisgarh, Madhya Pradesh, Karnataka, Kerala, Rajasthan, and Maharashtra. However, the period of empanelment may be extendable by Two years on same terms and conditions by mutual consent of THDCIL and Consultancy firm.
The EOI includes two primary categories viz. one for the preparation of DPRs for ground-mounted solar projects up to 100 MW and another for projects exceeding 100 MW and up to 500 MW. Agencies that are empanelled for ground-mounted solar projects will also have the opportunity to participate in rooftop solar projects. Moreover, firms qualified under the category for projects beyond 100 MW will be considered for those exceeding 500 MW, contingent upon meeting specific financial criteria during the Request for Proposal (RFP) phase.
The application process commenced on October 3, 2024, with interested consulting firms able to download relevant documents from the Central Public Procurement Portal (CPPP) until November 4, 2024. Queries regarding the EOI can be submitted until October 14, 2024, and the deadline for submitting EOIs is also set for November 4, 2024, with the opening of applications scheduled for November 5, 2024.
This invitation is exclusively open to consulting firms registered in India, and it is noteworthy that joint ventures or consortiums are not permitted for the preparation of DPRs. Additionally, bidders must qualify as Class-I local suppliers, ensuring that their goods, services, or works contain at least 60 percent local content, as per the Ministry of Power’s order dated November 16, 2021.
THDC India Ltd. has emphasised that simply meeting the eligibility criteria does not guarantee qualification or empanelment. The organisation retains the right to assess the capabilities and capacities of applicants to ensure they can fulfill contract obligations.
