Tenders for 1 kW to 100 kw off-grid/grid Solar PV Rooftop systems in Rajasthan

Tenders are invited through online e-procurement for the work of Design, supply, installation, testing, commissioning, and maintenance of off-grid / grid connected Solar Photovoltaic Roof Top Systems ( above 1 kW to 100 kW PV Capacity) in Rajasthan.

The Bidders have to make a preliminary survey of availability of roof tops in the city/cities mentioned under scope of work. The Successful Bidders selected will be issued Rate contract and Letter of Allocation (LOA) indicating the allocated capacity & Project Cost etc.The bidders who have been notified as Successful Bidders, will be given 3 months from the date of issue of Letter of Allocation for identification of roof tops and submission of Project sanction documents .

Plant Performance Evaluation:

The successful bidder are required to meet minimum guaranteed generation with Performance Ratio (PR) at the time of commissioning and related Capacity Utilization Factor (CUF) as per the DNI levels of the location during the O&M period. PR should be shown minimum of 75% at the time of inspection for initial commissioning acceptance to qualify for release of subsidy. Minimum CUF of 15% should be maintained for a period of 5years for release of performance related security deposit. For CUF less than 15%, the penalty can be imposed for the loss of energy generation @ APP of DISCOM for that year subject to force majeure conditions. The PR will be measured at Inverter output level during peak radiation conditions.

Subsidy:

As per JNNSM guidelines, Ministry of New and Renewable Energy, GOI is providing 30% capital subsidy under the Off-grid SPV and decentralised solar application programme and under Roof Top PV programme. The minimum capacity of rooftop SPV Power Plant to be installed shall be more than 1kW and the maximum capacity shall be 100 kWp for other than individuals.

Date of submission of Envelope -1 & 2 {in Hard Copy } at RREC Head office: 3/11/2014, 3.00 p m
Date of online opening of Technical bid: 5/11/2014, 2.00 p.m.
