The Telangana State Renewable Energy Development Corporation Ltd. (TGREDCO) has floated a major tender for the design, supply, installation, and commissioning of 80.69  MW of rooftop solar photovoltaic (PV) systems across 80 villages under its Model Solar Village Programme.

The initiative is part of the state’s broader push to promote decentralised solar energy and strengthen rural electrification. The estimated total contract value has been pegged at INR 50 crore, covering the installation of 2 kW on-grid rooftop solar systems on 40,349 domestic households.

These systems must utilise DCR-compliant Mono PERC solar modules, aligning with the Domestic Content Requirement (DCR) norms of the Ministry of New and Renewable Energy (MNRE). The scope of work also includes five years of comprehensive operation and maintenance (O&M) after installation.

The tender is structured across four regional clusters, Bonakal, Kodangal, TGNPDCL, and TGSPDCL, each requiring separate technical and financial proposals. The bid submission deadline is July 24, 2025, with technical bids set to open on July 29.

Cluster-specific eligibility criteria have been outlined. Prospective bidders must also demonstrate prior experience in similar solar PV installations.

According to the tender documents, evaluation will be carried out on an item-wise, price-based selection method, ensuring competitive pricing for each component of the project.

The rooftop solar rollout is being undertaken under the central government’s flagship PM Surya Ghar: Muft Bijli Yojana, which aims to deliver free solar electricity to rural homes and reduce dependence on conventional grid power.

The bidders have to pay a transaction fee of 0.03 percent of the total bid amount, plus applicable GST, payable to the Telangana State Technology Services (TSTS) in Hyderabad. Additionally, a bid security deposit of INR 3 crore must be submitted via online payment. with options for challan generation or bank guarantee (BG). Exemptions may apply as per tender conditions.

A non-refundable process fee of INR 1,18,000 is also required, payable online to TGREDCO prior to bid submission. The ambitious program is expected to generate rural employment, boost domestic solar manufacturing, and accelerate Telangana’s transition toward clean and sustainable energy, particularly in underserved and remote communities.
