Tata Power Plans to Commission 10 GW Wafer and Ingot Plant in Odisha by January 2028

Tata Power has plans to commission its 10 GW solar wafer and ingot manufacturing facility in Odisha by January 2028.

Chief Executive Officer Praveer Sinha said that the company has already acquired land for the project, while preliminary activities, including environmental clearances, water arrangements and other approvals, are underway. Construction is expected to begin by October, with the facility targeted to become operational in January 2028.

The plant will be developed in two phases of 5 GW each, taking the total manufacturing capacity to 10 GW. The project is being established at Gopalpur, where Tata already owns land that had earlier been earmarked for a planned Tata SEZ.

Explaining the location choice, Sinha said that Tata Power evaluated incentives and support offered by several states before selecting Odisha. Lower power costs and other benefits offered by the state were among the factors considered in the decision.

The Odisha government had approved Tata Power's proposal for the INR 10,000 crore facility in December 2025. The incentives include a 30 percent capital investment subsidy, a 100 percent waiver of electricity duty for 20 years, a INR 2 per unit power tariff subsidy and 100 percent reimbursement of net SC/ST costs for 15 years.
