SJVN Invites Bids for Wind Turbine Repairs in Maharashtra

SJVN has floated a tender for restoring four 850 kW wind turbines at Khirvire, Maharashtra. MSMEs can benefit from EMD exemptions and price preference under this one-time remedial contract.

SJVN Ltd. has invited bids for a one-time remedial contract involving four wind turbine generators (WTGs) at its Khirvire Wind Power Station in Maharashtra.

The scope of the work includes supply, repair, restoration, testing, and commissioning of four 850 kW WTGs located at Khirvire and Kombhalne sites.

The tender must be submitted via the Government e-Marketplace (GeM) portal. The deadline for bid submission is June 3, 2025. A pre-bid meeting has been scheduled for May 20, while techno-commercial bids will be opened on the same day as the deadline.

To qualify, bidders must be a registered company, LLP, or firm with proven experience in repairing WTGs of a cumulative capacity of at least 25 MW, specifically 850 kW units, within the past seven years. Financial eligibility requires a minimum average annual turnover of INR 72.5 lakh over the last three financial years.

Bidders must also provide a safety track record, with no fatal or major accidents in the past three years. Firms currently blacklisted or debarred by any government agency are not eligible. A mandatory site visit is part of the qualification process, with bidders required to obtain a visit certificate from SJVN.

The scope of work includes dismantling, material supply, reinstallation, commissioning, and defect liability coverage for 12 months post-completion. Road preparation of 1–2 km for crane access is expected to be part of the on-site activities.

SJVN has emphasised strict adherence to safety protocols, requiring all deployed personnel to be GWO-certified and medically fit, with use of personal protective equipment (PPE) being mandatory throughout the project duration.

The contract price will remain firm throughout the project duration, excluding applicable GST. Payment for goods will be staggered which is 75 percent on delivery, 20 percent upon completion, and 5 percent after the defect liability period. For services, 95 percent will be paid post-completion, with the remaining 5 percent released after the warranty phase.

Delayed execution will attract liquidated damages at the rate of 1 percent of the contract price per week, capped at 10 percent. A performance guarantee amounting to 5 percent of the contract value is also required, valid for 90 days beyond the defect liability period.

MSMEs and startups can avail exemption from the EMD, provided they furnish valid UDYAM or Udyog Aadhaar certificates. Besides the EMD exemption, such entities are entitled to price preference if their bid is within 15 percent of the lowest bidder (L1), allowing them to match and secure the contract.

However, SJVN has stressed strict adherence to timelines, documentation accuracy, and compliance with the bidding process through the GeM portal.
