SJVN Invites Bids for 265 MW/530 MWh Standalone BESS in Haryana

SJVN has invited bids to develop 265 MW/530 MWh of standalone battery energy storage systems at Panipat Thermal Power Station in Haryana with VGF support of up to INR 18 lakh/MWh. Bid submission ends on August 21, 2026.

SJVN has floated a tender for setting up standalone battery energy storage systems (BESS) of a cumulative capacity of 265 MW/530 MWh in Haryana
 
The approximate value of the tender is INR 636 crore and consists of two projects with capacities of 250 MW/500 MWh and 15 MW/30 MWh. The projects will be eligible for viability gap funding (VGF) support of up to 18 lakh/MWh.
 
The projects must be located in the vicinity of the 220 kV substation of Haryana Power Generation Corporation (HPGCL) at the premises of 710 MW Panipat Thermal Power Station, Panipat (PTPS) in Haryana.
 
Bidders need to pay INR 29,500 as a tender document fee. Further, they need to furnish INR 2.40 lakh/MWh as an earnest money deposit (EMD).
 
The last date for submission of bids is August 21, 2026, till 2:00 PM. The techno-commercial bids will be opened on the same day at 4:00 PM.
 
The Bidder must quote for the entire capacity of 265 MW/530 MWh.
 
SJVN shall enter into a Battery Energy Storage Purchase Agreement (BESPA) with the successful bidder for purchase of Battery Energy Storage Power for a period of 12 years.
 
The BESSD shall be required to set up a BESS, with the primary objective of making the energy storage facility available to the buying entities for charging/discharging of the BESS, on an ‘on demand’ basis.
 
Setting up of the BESS and interconnection of the BESS with the STU network, including the construction of the bay, will be under the scope of the BESSD.
 
Land identification and allocation for the Project land will be under the scope of Uttar Haryana Bijli Vitran Nigam (UHBVNL). Land will be provided on a lease/Right-to Use basis to the BESSD through a suitable agreement with UHBVNL/HPGCL, and the same shall be facilitated by SJVN. The annual lease rent for the BESS project area shall be INR 1/acre/annum.
 
The BESS must be charged by drawing power from UHBVNL and inject power to the UHBVNL network.
 
The BESSD shall make the BESS available for two operational cycles per day, i.e. two complete charge-discharge cycles per day.
 
The BESSD must guarantee a minimum system availability of 95 percent on a monthly basis.
 
The net worth of the bidder must be equal to or greater than INR 24 lakh/MWh, as on the last date of the previous Financial Year, i.e. FY 2025-26, or as on the day at least 7 days prior to the bid submission deadline.
 
To demonstrate adequate financial capability for the project, bidders must meet any one of the following criteria: (i) an average annual turnover of at least INR 36 lakh/MWh of the quoted capacity during the last three financial years ending March 31, 2026; (ii) a Profit Before Depreciation, Interest and Taxes (PBDIT) of at least INR 7.2 lakh/MWh of the quoted capacity for FY 2025-26; or (iii) an in-principle line of credit from a bank or financial institution of at least INR 20 lakh/MWh of the quoted capacity to meet the project's working capital requirements.
