SJVN Invites Bids for 10.59 MW Rooftop Solar Projects on Union Government Buildings Across India
SJVN has invited bids for setting up 10.59 MW of grid-connected rooftop solar projects across government buildings in northern, southern, and eastern India under the RESCO model and PM Surya Ghar Muft Bijli Yojana. Bid submission ends on May 27, 2025.

SJVN has floated 3 tenders for setting up 10.59 MW grid-connected rooftop solar PV power projects without battery storage on Union Government buildings in norther, southern and eastern India in RESCO mode and PM Surya Ghar Muft Bijli Yojana.
In the Northern region bids are invited for 2,496 kW of rooftop solar installations across Delhi, Haryana, Himachal Pradesh, Jammu & Kashmir, Punjab, Rajasthan, Uttarakhand, and Uttar Pradesh.
In the Southern region bids are invited for 5,140 kW of capacity across Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Puducherry, and Lakshadweep.
Meanwhile, the Eastern region, spanning Arunachal Pradesh, Assam, Bihar, Jharkhand, Manipur, Meghalaya, Mizoram, Nagaland, Odisha, Sikkim, Tripura, West Bengal, and the Andaman & Nicobar Islands, the cumulative project capacity will be 2,954 kW.
The scope of work includes design, engineering, procurement, installation, testing, and commissioning of the projects, along with comprehensive operation and maintenance for 25 years. The projects must be completed in 6 months.
Bidders need to pay INR 5,900 as a tender document fee. Further, they need to furnish INR 1,000/kW of the quoted capacity as an earnest money deposit (EMD). Selected bidders need to submit a performance bank guarantee of INR 2,500/kW.
The last date for submission of bids is May 27, 2025 till 1:00 PM. The techno-commercial bids will be opened on the same day at 3:00 PM.
The projects must comply with the respective state utility’s net or gross metering regulations.
Additionally, all net-metering projects commissioned on or after June 1, 2026, must use solar modules listed under ALMM List-I and solar cells from ALMM List-II.
For SJVN empanelled vendors only “Financial Eligibility” criteria of those vendors shall be evaluated.
The bidder must have experience in design, supply, installation and commissioning of grid-connected rooftop or ground-mounted or floating solar PV plants in India of cumulative installed capacity of at least 500 kWp in the last seven years. “Capacity below 10 kWp at single installation shall not be considered in qualifying cumulative installed Capacity,” specified the tenders.
Additionally, out of the above-mentioned cumulative installed capacity at least one grid-connected rooftop or ground-mounted or floating solar PV plants must be of at least 100 kWp capacity. These reference plants must have been in successful operation for at least six months.
For SJVN empanelled vendors, only financial eligibility criteria will be evaluated.
To be financially eligible, the bidder must demonstrate a Minimum Average Annual Turnover of INR 15,000/kW of the total quoted capacity during the three immediately preceding financial years.
