SJVN Green Energy Ltd. (SGEL), a wholly owned subsidiary of SJVN Ltd. has issued a tender for 733 MW of solar power capacity in Maharashtra under the Mukhya Mantri Saur Krushi Vahini Yojana (MSKVY) 2.0, part of the central government’s PM-KUSUM Component C scheme. The tender also covers three years of comprehensive operation and maintenance.
It may be noted that SGEL has already secured a total of 1,352 MW of solar capacity in Maharashtra through tariff-based competitive bidding. These projects are spread across Pune (154 MW), Nashik (304 MW), Ahmednagar (315 MW), and Solapur (579 MW). However, in a previous bid round for 951 MW, only two of the eight project groups were awarded, leaving six groups with a cumulative 733 MW unsubscribed. These 61 projects in Groups 3 to 8 are now being retendered.
The projects will be implemented through an open e-bidding process under a Single Stage Two-Envelope system, followed by an e-Reverse Auction. Bidders may secure one group or the entire capacity, subject to qualification. SGEL has already signed power purchase agreements with Maharashtra State Electricity Distribution Company Ltd. (MSEDCL) for the generated solar power, ensuring offtake.
Under the tender terms, EPC contractors must arrange project land, though SGEL has secured lease agreements for some parcels in Nashik and Solapur. Developers will still need to procure additional land to meet requirements. Each project will connect through 33/11 kV substations, aligning with the scheme’s aim of delivering reliable daytime electricity to farmers.
Modules used must come from the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers (ALMM). Procurement must follow Make in India guidelines, though non-DCR modules are permitted under this scheme.
To qualify, bidders must show technical experience of at least 30 MW of solar EPC or development, including one project of 10 MW or more that has been operational for at least three months. EPC experience in industrial or infrastructure projects with substations may also be considered. Financially, developers must demonstrate an average annual turnover of INR 1.68 crore per MW over the last three years, maintain a positive net worth, and provide audited accounts.
Joint ventures or consortia of up to two partners are allowed, with the lead partner holding more than 50% equity. An earnest money deposit of INR 11.2 lakh per MW will serve as bid security.
The tender documents are available online from September 5 to September 18, 2025. A pre-bid conference will be held on September 10 via video conferencing from SGEL’s Shimla headquarters. Bids are due by September 19, with techno-commercial bids opening the same day. Price bids and the e-Reverse Auction will follow, while hard copies of documents must reach SGEL by September 26.
