SJVN Green Energy Invites Bids for 500 MW Solar Project in Rajasthan
SJVN Green Energy has issued an EPC tender for a 500 MW solar project near Bikaner, Rajasthan, including land, transmission line, and three years’ O&M, to supply power to Punjab.

SJVN Green Energy Ltd. (SGEL), a wholly owned subsidiary of SJVN Ltd., has floated a tender for the development of a large-scale solar power project in Rajasthan. The company has called for bids under an EPC package with land for the establishment of grid-connected solar photovoltaic power projects of up to 500 MW capacity.
The project site is proposed near the 220 kV Bikaner-IV substation at Ambaran and will include the construction of a transmission line. As part of the contract, the successful bidder will also be required to provide comprehensive operations and maintenance (O&M) services for a period of three years following commissioning.
SGEL has already entered into a power purchase agreement with Punjab State Power Corporation Limited (PSPCL) for the procurement of 1,000 MW of solar power. This 500 MW package forms a significant portion of that commitment. Selection of bidders will be conducted through an open e-tender process using the single-stage, two-envelope system, followed by an e-reverse auction.
The minimum capacity allocation for bidders has been set at 250 MW, while the maximum allocation to a single bidder will be 500 MW. Only solar modules from manufacturers listed in the Ministry of New and Renewable Energy’s Approved List of Models and Manufacturers (ALMM) will be permitted for the project.
The bid documents will be available for download from August 20, 2025, to September 11, 2025. The pre-bid meeting is scheduled for September 1, while the deadline for submission of bids is September 12. Techno-commercial bids will be opened the same day, and the date for opening of price bids will be announced later. Hard copies of documents must be submitted by September 22.
To participate, bidders will be required to submit a non-refundable document fee of INR 5,000 plus GST and an earnest money deposit (EMD) of INR 26.5 crore for 250 MW capacity or INR 53 crore for 500 MW. Financial eligibility criteria include an average annual turnover of INR 1.59 crore per MW over the past three financial years and a positive net worth.
On the technical side, bidders must demonstrate prior experience in EPC, development, or execution of large industrial or solar power projects. Joint ventures and consortiums will also be allowed, with specific conditions on shareholding.
SGEL has emphasised that all bidders will be required to sign an integrity pact at the time of submission. The company has also reserved the right to reject any or all bids without assigning reasons.
