SJVN Floats Tender For 1 MW Rooftop Solar Project in Arunachal Pradesh

SJVN has invited bids to set up grid-connected rooftop solar power projects with a cumulative capacity of 1 MW at the Civil Secretariat Complex in Itanagar, Arunachal Pradesh, and its adjacent areas.

SJVN has invited bids to set up grid-connected rooftop solar power projects with a cumulative capacity of 1 MW at the Civil Secretariat Complex in Itanagar, Arunachal Pradesh, and its adjacent areas.

The project, which will be implemented under the PM Surya Ghar:Muft Bijli Yojana in a capital expenditure (CAPEX) mode, includes five years of comprehensive operation and maintenance after commissioning.

The project cost has been estimated at INR 5.5 crore, inclusive of GST and it must be completed within six months from the date of issuance of the Letter of Award (LoA).

The last date to submit bids is July 22, 2025 and the opening of technical bids will follow the same day at 3:00 PM. 

The cost of the Request for Selection (RfS) document is INR 5,900, including 18 percent GST.

Bidders must submit an earnest money deposit of INR 11 lakh and a performance bank guarantee of five percent of the project cost.

To be eligible for the tender, the bidder must have experience in Design, Supply, Installation and Commissioning of Grid Connected Rooftop/Ground mounted/Floating Solar Photo Voltic (SPV) Power Plants in India of cumulative Installed Capacity of 500kWp or higher in the last seven years prior to the last day of month, previous to the one in which the RfS is invited.

The bidders must demonstrate a minimum average annual turnover of INR 1.65 crore during the three immediately preceding financial years ending on March 31, 2025. 

Arunachal Pradesh Energy Development Agency (APEDA) will fund the project entirely. No central government financial assistance shall be provided.

SJVN, a joint venture between the Government of India and the Government of Himachal Pradesh, has been designated as the Scheme Implementation Partner to facilitate the installation of Grid connected rooftop solar projects for solarisation of government buildings/assets in multiple states, including Arunachal Pradesh.

Successful bidder can execute the project through a Special Purpose Vehicle (SPV) i.e. a project company especially incorporated/acquired as a subsidiary company of the successful bidder for setting up of the Project, with at least 51 percent shareholding in the SPV which has to be registered under the Indian Companies Act, 2013, before signing of Contract Agreement.

Multiple SPVs may also be utilized for executing more than one project.
