SECI Unveils Tender for 1.35 GW ISTS Wind Power Projects with Greenshoe Option

The Solar Energy Corporation of India (SECI) has launched a tender for 1.35 GW inter-state transmission system (ISTS)-connected wind power projects (Tranche-XVI) with an additional 700 MW greenshoe option. Projects are earmarked for Gujarat, Karnataka, and Rajasthan.

Bids must be submitted by January 10, 2023, with bid processing fees varying based on project capacity. The selected bidders will enter a 25-year power purchase agreement (PPA) with SECI.

SECI emphasizes adherence to grid codes, connectivity standards, and communication regulations. The minimum voltage level for an ISTS connection is set at 220 kV. The annual capacity utilization factor (CUF) must remain above 22 percent, ensuring consistent electricity generation throughout the PPA period.

The tender supports established technologies, aiming to reduce uncertainties and ensure timely power generation. Certified wind turbine models from the Ministry of New and Renewable Energy's list are mandated.

Bidders must demonstrate financial strength, with specified net worth, annual turnover, and internal resource generation requirements. Alternatively, an approval letter from lending institutions committing a line of credit is accepted.
