SECI Issues RfS for Selection of Green Ammonia Producers in India

The Solar Energy Corporation of India (SECI) has recently issued a Request for Selection (RfS) aimed at identifying Green Ammonia Producers for the production and supply of green ammonia in India.

The Solar Energy Corporation of India (SECI) has recently issued a Request for Selection (RfS) aimed at identifying Green Ammonia Producers for the production and supply of green ammonia in India. This initiative is part of the Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme, specifically under Mode-2A-Tranche-I, as detailed in RfS No. SECI/C&P/MI/00/0002/2024-25.

The primary objective of this RfS is to select Green Ammonia Producers who will establish production facilities for green ammonia. These facilities will handle the production, storage, and transportation of green ammonia to SECI's delivery points, all at the producers' own cost. This effort aims to maximise green ammonia production within India.

The RfS entails certain financial considerations. Bidders are required to pay a non-refundable fee of INR 25,000 plus applicable GST for the RfS document. Additionally, a bid processing fee of INR 1,500,000 plus applicable GST is to be submitted via NEFT/RTGS transfer to SECI. An Earnest Money Deposit (EMD), the amount of which is specified in Clause 16 of the RfS, must also be submitted as a Bank Guarantee or Payment on Order Instrument.

Key dates for participation include the Pre-Bid Meeting, scheduled as per the Notice Inviting Tender (NIT) on the ISN-ETS portal and/or SECI website, and the Bid Submission Deadline, as indicated on the ISN-ETS portal and SECI website. The Techno-Commercial Bid Opening will occur as per the NIT on the ISN-ETS portal, while the e-Reverse Auction (e-RA) date and time will be communicated to eligible bidders via email.

RfS documents, including eligibility criteria, technical specifications, and contract conditions, can be downloaded from the ISN-ETS Portal or SECI’s website. It is mandatory to download the official RfS Document from the ISN-ETS Portal for participation.

Under this RfS, the selected Green Ammonia Producer (GAP) will be responsible for establishing production facilities dedicated to the creation and supply of green ammonia for SECI. These facilities will manage all aspects of production, storage, and transportation up to the designated delivery point, with the primary aim of maximising the production of green ammonia in India. The entire setup, including associated costs, will be borne by the GAP per the provisions outlined in the RfS and the Green Ammonia Production Agreement.
