SECI Invites Bids to Lease 20 Acres in Delhi for Two 5 MW Agri-PV Projects

The Solar Energy Corporation of India Ltd. (SECI) has invited bids for leasing 20 acres of agricultural land in the National Capital Territory (NCT) of Delhi for setting up two Agri-Photovoltaic (Agri-PV) power projects, with a minimum land requirement of 10 acres for each 5 MW project.

The tender seeks to identify and lease two suitable agricultural land parcels of approximately 10 acres each in Issapur and Dhansa villages of Tehsil Najafgarh, Southwest Delhi. The land will be used for developing Agri-PV power plants along with associated power evacuation and ancillary infrastructure.

SECI has proposed a long-term lease period of 27 years, which may be further extended by mutual consent. The tender aims to facilitate the integrated use of agricultural land for solar power generation and cultivation.

Under the Agri-PV model, solar modules are to be installed on elevated and suitably spaced structures, allowing agricultural activities to continue beneath and between the rows of photovoltaic modules. According to SECI, the approach is intended to optimise land utilisation while providing an additional and sustainable source of income to farmers and landowners.

The first land parcel is proposed in Issapur village, Tehsil Najafgarh, Southwest Delhi. The second parcel is proposed in Dhansa village, also in Tehsil Najafgarh. Bidders will be required to provide the khasra number or numbers, area and boundaries of the offered land parcels, along with relevant revenue records and the approximate distance from the applicable reference GPS coordinates.

The land offered under the tender must be suitable for dual use, combining solar power generation with agricultural cultivation. SECI has specified that the sites should have access to approach roads and be located close to 11 kV or higher-voltage transmission infrastructure of the distribution company.

The required land should have a level or gently sloping topography suitable for solar PV mounting structures as well as agricultural activities. It should also be non-waterlogged and suitable for cultivation of seasonal crops.

In addition, the land must be free from legal disputes, mortgages and acquisition notices. The tender requires a total of 20 acres, with a minimum of 10 acres allocated for each 5 MW Agri-PV solar power project.

The bidding will follow a two-bid system, comprising techno-commercial and financial bids. Joint ventures or consortia are not permitted, and each bidder can submit only one bid. The bid validity period is 180 days and the bidding currency is Indian rupees.

The bidding documents are available free of cost, while a non-refundable tender processing fee of INR 25,000 plus 18 percent GST, amounting to INR 29,500 per bid, is applicable. 

The tender also requires an Earnest Money Deposit (EMD) of INR 50,000. The EMD  with the Bank Guarantee is valid for 180 days from the due date of bid submission. Bidders seeking EMD exemption have to submit valid supporting documents for the applicable category.

No Contract Performance Security is applicable under the tender. The tender provides for submission of requisite documents along with legal due diligence of the entire land parcel within 15 days from D0, while execution of lease deeds covering 100 percent of the land parcels is to be completed within one month from D0.

A pre-bid or clarification meeting will be conducted online or offline at SECI’s office. Only two persons from each bidder company will be permitted to attend the meeting.

The last date and time for submission of bids is October 7, 2026, at 2 pm. The techno-commercial bids will be opened on October 8, 2026, while the date for opening of financial bids will be communicated after shortlisting of the techno-commercial bids.

SECI, a Schedule-A Central Public Sector Enterprise under the administrative control of the Ministry of New and Renewable Energy (MNRE), is the nodal agency for implementing various renewable energy programmes and schemes in support of India’s target of achieving 500 GW of non-fossil fuel installed capacity by 2030.
