SECI Invites Bids for 4.55 MW Rooftop Solar Projects Across 10 Institutes in 5 States

Solar Energy Corporation of India (SECI) has issued a tender for 4.55 MW of grid-connected rooftop solar projects under the RESCO model across 10 institutions in five states – Bihar, Chhattisgarh, Sikkim, Assam and Manipur. Bid submission closes on April 30, 2025.

Solar Energy Corporation of India (SECI) has floated a tender for the selection of solar project developers for setting up 4.55 MW grid-connected rooftop solar PV projects under RESCO mode in 10 institutions across 5 states in India. The projects will be set up under the build, own and operate (BOO) model.

The locations include 4 projects in Bihar including Central University of South Bihar (CUSB), Gaya, Indian Institute of Information Technology (IIIT), Bhagalpur, Indian Institute of Technology (IIT), Patna, Indira Gandhi National Open University Regional Centre (IGNOU RC), Patna; 2 each in Assam and Sikkim - Indian Institute of Information Technology (IIIT), Guwahati, Central Institute of Technology (CIT), Kokrajhar, Sikkim Manipal University (SKU), Tadong, Sikkim Manipal University (SKU), Majhitar and one each in Chhattisgarh and Manipal – Indian Institute of Management (IIM), Raipur and Manipur University (MU), Imphal.

The last date for submission of bids is April 30, 2025. The techno-commercial bids will be opened on May 5, 2025.

Bidders need to pay INR 6,000 as a bid processing fee. Selected bidders must submit a Performance Guarantee for a value of INR 3,375 /kW for Zone III and INR 3,715/kW for Zone IV. They also must pay Service Charges of INR 1,350/kW for Zone III and INR 1,485/kW for Zone IV, to SECI.

 

Bidders must submit a single bid offering a minimum cumulative capacity of 1 project and a maximum of all 10 projects offering a cumulative quantum of contracted capacity of 4.55 MW.

Bidders must use ALMM-compliant solar modules. The declared annual CUF must not be less than 15 percent for projects to be set up in Zone-III (i.e. projects located in Bihar and Chhattisgarh) and 13.5 percent for projects to be set up in Zone-IV (i.e. projects located in Assam, Manipur and Sikkim).
