SECI Invites Bids for 1,200 MW ISTS-Connected Wind Projects

The Solar Energy Corporation of India (SECI) has invited bids for developing 1,200 MW of inter-state transmission system (ISTS)-connected wind power projects across India under its Tranche XXI tender.

The projects will be selected through tariff-based competitive bidding, followed by an electronic reverse auction. Issued on October 7, 2026, the tender seeks wind power developers to establish projects on a build-own-operate (BOO) basis. Selected developers will sign power purchase agreements (PPAs) with SECI for 25 years to supply electricity. SECI will procure the power from the successful bidders and sell it to buying entities across India, which will be identified at a later stage.

Under the tender conditions, bidders can offer a minimum contracted capacity of 50 MW and a maximum of 600 MW. The 600 MW limit will also apply to the combined capacity offered by a bidder and its parent company, affiliates, ultimate parent and group companies.

The selection process will comprise electronic bidding and an e-reverse auction to determine the successful developers. Developers will be responsible for identifying and securing land, installing and owning the wind power projects, obtaining statutory and regulatory approvals, and securing grid connectivity. They must also arrange the required transmission infrastructure up to the interconnection or delivery point at their own cost.

Projects can be established anywhere in India, subject to the tender's technical requirements and applicable grid-connectivity conditions. The selected developers will be responsible for ensuring that their projects meet the stipulated requirements for power delivery.

The tender requires developers to commence power supply from the entire contracted capacity within 24 months of the effective date of the respective PPA. Delays beyond the permitted timeline may attract penalties, including the encashment of the performance bank guarantee for capacity that has not commenced supply within the prescribed period.

SECI has scheduled the pre-bid meeting for October 14, 2026. The deadline for submitting online bids is October 29, while offline submissions must be completed by November 2. The bids are scheduled to open on November 3, 2026.

As an intermediary procurer, SECI will purchase electricity from the selected developers and subsequently sell it to designated buying entities.
