SECI Floats Tender to Select Renewable Power Trading Partner

Solar Energy Corporation of India has invited bids to select a collaboration partner for trading renewable energy available under its existing and upcoming renewable energy and energy storage portfolio.

Solar Energy Corporation of India (SECI) has floated a tender for the selection of a collaboration partner for the trading of renewable power available with SECI.
 
The selected Power Trading Licensee (PTL) will purchase renewable energy available before the Scheduled Commercial Operation Date (SCOD) or surplus power not procured by buying entities under SECI's long-term Power Sale Agreements (PSAs) and Power Purchase Agreements (PPAs), including power from SECI's own renewable energy and energy storage projects, for short- or medium-term sale.
 
The PTL will also procure power under SECI-RPD long-term PPAs for a period of 25 years in accordance with SECI's tender terms, the draft PPA and PSA, or as mutually agreed between SECI, the PTL, and the Renewable Power
 
The agreement period will initially be for three years, which may be extended for a further one year based on satisfactory performance and mutual agreement.
 
Bidders need to pay INR 25,000 (plus GST) as a tender document fee. They also need to deposit INR 12 lakh as an earnest money deposit (EMD). Selected bidders must furnish INR 60 lakh as a performance bank guarantee (PBG).
 
The last date for submission of bids online is September 7, 2026. The techno-commercial bids will be opened on September 10, 2026.
 
SECI may explore development of RE projects (Solar, Wind, Hybrid, FDRE and RTC etc.), Grid-scale BESS, Pumped Storage Projects (PSP) with the selected PTL.
 
The selected PTL shall procure the RE power available with SECI on a long-term basis for onward sale to DISCOMs/C&I/Bulk Consumer etc. and various market platforms and mechanisms.
 
The bidder must have a valid Category-I Inter-State Trading License issued by CERC for power trading.
 
The bidder must have experience in long-term and/or medium-term and/or short-term trading of renewable energy power during the last three financial years and must have achieved a minimum annual average power trading volume of 10,000 MU during the last three financial years.
 
Additionally, the bidder must have experience as an EPC contractor or a developer of power projects, including design, engineering, supply, construction, erection, testing and commissioning of RE power projects of cumulative capacity of at least 50 MW, in the last 7 years as on the bid submission deadline. Such Projects must have been in operation for at least 6 months prior to the bid submission deadline.
 
As for financial eligibility, the minimum average annual turnover (MAAT) of the bidder in the last three financial years must be at least INR 422 crore. And, the net worth for the last financial year must be positive.
