SECI Floats Tender for 60 MW Solar Plant in Gaya
SECI invites bids to develop and operate a 60 MW ISTS solar PV plant in Gaya, Bihar.

The Solar Energy Corporation of India Ltd. (SECI) has invited bids for the design, engineering, supply, construction, erection, testing, commissioning and operation and maintenance (O&M) of an ISTS-connected 60 MW (AC) solar PV power plant at Gaya in Bihar.
The tender will be conducted through a single-stage, two-envelope online bidding system followed by an e-reverse auction. The tender is open to bidders from within India.
The project will be financed through domestic funding and the owner's own resources. The bidding documents are available free of cost, while the tender processing fee has been fixed at INR 25,000 plus applicable GST.
SECI has prescribed an earnest money deposit (EMD) of INR 6.436 crore for the tender. The contract performance security will be as specified under the Special Conditions of Contract.
The detailed scope includes design and engineering, supply of equipment and materials, transportation and insurance up to the project site, unloading, storage and handling, civil works, erection, installation, testing and commissioning, including performance testing.
The successful bidder will receive a Notice of Award (NOA) or contract agreement for the lump-sum turnkey (LSTK) or engineering, procurement and commissioning (EPC) works. The contract award is envisaged in two parts.
The first contract will cover the supply and service component, including equipment and mandatory spares, transportation and insurance, civil works, design and engineering, erection, installation, testing and commissioning, as well as other services specified in the tender documents.
The second contract will cover comprehensive O&M of the solar PV plant for five years. The O&M scope will include the supply and storage of spare parts and consumables, along with repairs and replacement of defective equipment.
SECI has, however, retained the discretion to modify the contract award methodology based on specific project requirements.
Prospective bidders have been advised to visit the proposed project site to assess actual site conditions and examine the plans and drawings related to the scope of work. The site visit is also intended to familiarise bidders with the power evacuation system and ground-mounted project capacities before the pre-bid meeting.
According to the tender notice issued on SECI's portal, the pre-bid meeting is scheduled for October 16, 2026. Online bids can be submitted on November 12, 2026, while offline submissions are due by November 16, 2026. The bids are scheduled to be opened on November 17, 2026.
The financial bids will be opened after the shortlisting of techno-commercial bids, with the date to be communicated subsequently. No manual or hard copy of the bid will be accepted. Bidders meeting the qualifying requirements have been instructed to submit their bids electronically through the designated tender portal in accordance with the tender conditions.
