SECI Calls for Bids to Conduct Site Studies for Solar Projects
Empanelment will span five years with an option for a further two-year extension, and bids must be submitted by April 19, 2024, with the bidding process opening on the same day.

The Solar Energy Corporation of India (SECI) has initiated a bidding process to empanel agencies for conducting essential site studies in preparation of a detailed project report (DPR) for upcoming solar projects.
The work is categorized into three distinct segments: Category A involves Topographic Survey with Geotechnical Investigation utilizing Differential Global Positioning System (DGPS) and Total Station technologies, Category B entails Topographic Survey with Geotechnical Investigation using Light Detection and Ranging (LIDAR) /Unmanned Aerial Vehicle (UAV), while Category C comprises Topographic and Hydrographic Surveys with Geotechnical Investigation.
Empanelment will span five years with an option for a further two-year extension, and bids must be submitted by April 19, 2024, with the bidding process opening on the same day.
Bidders are required to furnish a bid document processing fee of INR 6,000 and can submit proposals for one or more categories. Empanelment will be conducted separately for each category, and only bidders meeting the qualifying requirements and empanelled under Category A or B will be eligible for Category C.
Under Category A, bidders must conduct thorough topographic surveys and geotechnical investigations to facilitate solar project construction, utilizing DGPS and total station technologies to establish control points, benchmarks, and reference pillars. Category B mandates comprehensive surveys and investigations utilizing UAV LiDAR and high-resolution satellite imagery, while Category C involves detailed surveys for floating solar projects, covering both onshore and offshore areas. Eligibility criteria vary for each category, with prerequisites including relevant experience, ownership of necessary equipment, and financial stability.
For Category A, bidders should have executed contracts for similar work in the last seven years, own total station and DGPS equipment, and meet minimum financial requirements. Category B requires similar experience, along with necessary qualifications for UAV operation, while Category C demands ownership of multibeam echosounder or single beam echosounder and DGPS equipment.
All bidders must demonstrate a positive net worth and meet specified financial thresholds based on their previous work orders and annual turnover.
