Saudi's Al Harfi to Develop 760 MW Solar and 1,077 MWh Battery Storage Projects in Syria

Saudi Arabia's Al Harfi Construction Company has signed three agreements with the Syrian Electricity Company (SEC) to develop a combined 760 MW of solar power generation capacity alongside 1,077 MWh of battery energy storage systems (BESS) in Syria.
The projects mark one of the country's largest renewable energy initiatives as it seeks to strengthen its fragile electricity network and reduce chronic power shortages.
The agreements were signed at Al Harfi Construction's headquarters in Damascus and cover three renewable energy projects to be developed in the Widyan ar Rabi' area in the Damascus countryside. According to the Syrian Arab News Agency (SANA), the projects will integrate utility scale solar generation with battery energy storage to improve grid reliability and support renewable energy integration.
The latest agreements build on a memorandum of understanding (MoU) signed in February 2026 between Al Harfi Construction and Syria to develop a 210 MW solar project paired with an 827 MWh battery energy storage system. That agreement was signed with the General Establishment for Electricity Transmission and Distribution (PETDE), the predecessor of the Syrian Electricity Company.
Syria continues to face severe electricity shortages, frequent blackouts and limited installed solar capacity following years of conflict and damage to its power infrastructure. The new solar plus storage projects are expected to enhance electricity supply while supporting the country's transition towards cleaner energy sources.
Although Syria's renewable energy sector remains relatively small, interest from regional and international investors has been gradually increasing as the country looks to rebuild its energy infrastructure through utility scale renewable energy and storage projects.
