RVUNL Invites Bids for 500 MW/2,000 MWh Standalone BESS Projects in Rajasthan
Rajasthan Rajya Vidyut Utpadan Nigam (RVUNL) has invited bids to set up a 500 MW/2,000 MWh standalone battery energy storage system in Jaisalmer, Rajasthan, under the second tranche of the VGF scheme. Bid submission ends on September 23, 2025.

Rajasthan Rajya Vidyut Utpadan Nigam Ltd. (RVUNL) has floated a tender for setting up 500 MW/2,000 MWh Standalone Battery Energy Systems to be connected to a 400 kV grid substation in Jaisalmer, Rajasthan.
The projects will be set up under a build, own and operate (BOO) model. The tender is issued under the second tranche of the viability gap funding (VGF) and the projects will be eligible for VGF support of 18 lakh/MWh, payable in three tranches.
Bidders need to pay INR 5 lakh (plus GST) as a tender document fee and another INR 2,500 (plus GST) as a tender processing fee. Further, they need to furnish INR 2.10 lakh/MWh as an earnest money deposit (EMD). Selected bidders need to deposit INR 5.20 lakh/MWh as Performance Bank Guarantee, prior to signing BESPA.
The last date for submission of bids is September 23, 2025. The techno-commercial bids will be opened September 24, 2025.
The projects will be located in Rajasthan and will be connected to the State Transmission Utility. Land, if available, shall be provided by RVUNL on actual charges. “Alternatively, the BESS developers may also arrange their own land; in such case, RVUNL shall extend necessary support for its identification and acquisition,” mentioned the RfS document.
The BESSD shall be required to set up a Battery Energy Storage System (BESS), with the primary objective of making the energy storage facility available to RVUNL for charging/discharging of the BESS, on an ‘on-demand’ basis.
Setting up the BESS and interconnection of the BESS with the STU networks, including the construction of the Bay, will be under the scope of the BESSD. “Charging and discharging schedule of the BESS system will be under the scope of RVUNL/RUVITL. The BESS shall be charged by drawing power from RVPN/DISCOMs and discharged by injecting power into the RVPN/DISCOMs network,” it noted.
The net worth of the bidder must be at least INR 20 lakh/MWh of the quoted capacity in MWh, as on the last day of the preceding financial year.
