Rezolv Energy, backed by Actis and Mubadala, has energised the first phase of the 461 MW VIFOR Wind Farm in Buzău County, Romania. With an installed capacity of 192 MW, Phase 1 is the largest wind project to be energised in the country in more than a decade.
The second phase is scheduled for completion in 2027, taking the project’s total capacity to 461 MW and making it one of Europe’s largest onshore wind farms, the company stated.
The first phase comprises 30 Vestas EnVentus V162 wind turbines, each rated at 6.4 MW, with a tower height of 166 metres and a rotor diameter of 162 metres. Vestas also served as the engineering, procurement and construction (EPC) partner. Once fully operational, the wind farm is expected to generate enough electricity to power more than 270,000 homes and avoid approximately 540,000 tonnes of CO₂e emissions annually.
VIFOR Phase 1 received up to EUR 291 million in project financing from a consortium of eight lenders led by Erste Group, UniCredit Group and the European Bank for Reconstruction and Development (EBRD). The other lenders are the International Finance Corporation (IFC), Intesa Sanpaolo Group, OTP Bank, Raiffeisen Bank International and Garanti BBVA Romania. Phase 2 is backed by additional financing facilities of up to EUR 331 million, largely from lenders involved in the first phase.
The project is supported by six long-term corporate power purchase agreements (PPAs) with T-Mobile Czech Republic, Slovak Telekom, CE Colo Czech Republic, Bekaert, A2A and Etem Gestamp, collectively covering more than 350 GWh of clean electricity annually.
Alastair Hammond, CEO, Rezolv Energy, said, “Rezolv was established to be a leader of the energy transition across Southeastern Europe, so it’s a proud moment to be energising Romania’s largest new wind project in more than a decade. With multiple gigawatts of new wind capacity now in development across the country, we will look back on VIFOR as marking the start of a new era for wind energy in Romania.”
Jaroslava Korpanec, Head of Central and Eastern Europe, Infrastructure at Actis, said, “The commissioning of VIFOR Phase 1 comes just five months after Rezolv brought another large-scale project on stream in Bulgaria and is illustrative of the momentum behind the business. Rezolv has moved from developer to operator at pace, across two countries and three technologies. Actis backed Rezolv to become a regional champion for renewables, and we believe this strategy is bearing fruit.”
Rezolv Energy has a 2.8 GW portfolio of large-scale renewable energy projects in operation, under construction or in late-stage development across Southeastern Europe. Its Romanian portfolio also includes the 1.3 GW Dama Solar project in Arad County, which is expected to become the European Union’s largest solar plant when fully operational, and the 600 MW Dunarea East and West wind farms in Constanța County.
