The Rajasthan Electronics and Instruments Limited (REIL) has announced that it has issued a tender, appealing bids from eligible parties for implementation of 50 MW grid-connected rooftop and small solar power plants programme for government buildings in different states/UTs of India under RESCO Model.
The scope of work for the selected bidders will include the site survey, design, manufacture, supply, erection, testing and commissioning along with associated power evacuation and transmission system. The selected bidders will have a period of 7 months from the award to complete the work on the project. The developers will also be required to provide comprehensive operation and maintenance of plants for a period of 25 years from the date of successful commissioning.
The last date for bid submission is November 4, 2019, and the techno-commercial bids will be opened on the same date. A pre-bid meeting has been scheduled for October 14, 2019, to address the concerns raised by the prospective bidders. The date and time of opening of the financial bids will be intimated to the technically cleared bidders later.
All bidders must submit an Earnest Money Deposit of Rs 9.6 lakh per MW of their bid capacities.
The size of each project shall be above 1 kWp. One project may, however, comprise several rooftop units. Each project separately connects with the grid and may have separate meters. And, a single bidder is allowed to apply for the entire capacity of at least one state and entire capacity of all states
The maximum allowable levelized tariff for this tender over 25 years including taxes and duties will be Rs 4.65/kWh for sites falling under general category States/UTs. And Rs 5.10/kWh for sites falling under special category states/UTs.
To be eligible, the minimum annual average turnover of the bidders in the last three financial years should be Rs 2 crore per MW on a standalone basis.
