REIL Issues Rate Contract Tender for 1,140 kWp Rooftop Solar Projects in Southern India
Rajasthan Electronics and Instruments Ltd. (REIL) has issued a rate contract tender for developing 1,140 kWp of grid-connected rooftop solar PV projects on government buildings across Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Lakshadweep, and Puducherry. Bid submission ends on May 6, 2025.

Rajasthan Electronics and Instruments Ltd. (REIL) has floated a rate contract tender to develop grid-connected rooftop solar PV projects on government buildings in Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana and Lakshadweep and Puducherry.
The total cumulative capacity of the projects is 1,140 kWp. The plant capacity on one building will be in the range of 10 kWp to 1000 kWp.
Projects must be completed within 90 days from the date of the work order. Bidders must offer comprehensive operation and maintenance for 5 years.
The estimated value of the tender is INR 2.85 crore.
The scope of work includes the survey, design, supply (except SPV module), erection, testing, and commissioning of the solar projects, along with grid integration up to the ground floor level.
Successful bidders are required to supply three-phase net meters, reverse power flow schemes, or zero export controllers as mandated by the respective state utility policies for rooftop solar systems.
Bidders need to pay INR 1,000 as a tender document fee. They further need to furnish INR 5.70 lakh as an earnest money deposit (EMD).
The last date for submission of bids is May 6, 2025. The techno-commercial bids will be opened on May 7, 2025.
Work will be split into L1 and L2 bidder in the ratio of 70 percent and 30 percent at the L1 rate.
Bidders must possess experience of having successfully completed similar works i.e. design, supply, installation and commissioning of grid-connected solar power plants in government buildings/government projects, during the last 7 years.
For three similar works, the cost of each completed work must not be less than the amount equal to 40 percent of the estimated cost. For two similar completed works, the cost of each completed work must not be less than the amount equal to 50 percent of the estimated cost put to tender. For one similar completed work, costing must not be less than the amount equal to 80 percent of the estimated cost put to tender.
Out of the above, the bidder has to submit a satisfactory O&M report of a minimum of one year for at least one completed work.
As for financial eligibility, average annual financial turnover during the last 3 years, must be at least 30 percent of the estimated cost. The bidder must have a positive net worth as on March 31, 2024.
