REIL Invites Bids for 355 kWp Rooftop Solar Projects in North East India
Rajasthan Electronics and Instruments Ltd. (REIL) has invited bids for the installation and five-year maintenance of 355 kWp grid-connected rooftop solar projects across government buildings in India’s North Eastern Region, with an estimated project value of INR 1.89 crore. Bid submission ends on June 27, 2025.

Rajasthan Electronics and Instruments Ltd. (REIL) has floated a tender for survey, design, supply, erection, testing and commissioning of grid-connected rooftop solar PV projects totalling about 355 kWp on various government buildings in Northern Eastern Region in India.
The approximate value of the tender is INR 1.89 crore. The bidders must provide comprehensive operation and maintenance for 5 years.
Bidders need to pay INR 1,000 as a tender document fee. They further need to furnish INR 3.79 lakh as an earnest money deposit (EMD).
The last date for submission of bids is June 27, 2025. The techno-commercial bids will be opened on June 28, 2025.
The tender specifies that the installation and O&M rates must be a minimum of 30 percent of the total cost, in which O&M rates must be a minimum of 10 percent of the total cost.
“The quoted price per kW in the tender shall be considered for the Rooftop Solar (RTS) system with a capacity range of up to 10 kW. For the RTS system of capacity above 10 kW and up to 50 kW, the price shall be considered 0.9 times the quoted price. Further, for the RTS system of capacity above 50 kW, the price shall be considered 0.85 times the quoted price,” mentioned the tender document.
The solar PV modules must be domestic modules manufactured from domestic cells as per Domestic Content Requirement (DCR) complied with MNRE guidelines, and must be from the Approved List of Models and Manufacturers (ALMM List) of MNRE.
Solar PV modules of a minimum capacity of 500 Wp must be used. The PV module efficiency must be a minimum of 21 percent.
The bidder must possess experience of having successfully completed similar works i.e. design, supply, installation and commissioning of grid-connected solar power plants in government buildings/government projects, during the last 7 years.
For three similar completed works, costing of each work must not be less than the amount equal to 40 percent of the estimated cost. For two similar completed works, costing of each work must not be less than the amount equal to 50 percent of the estimated cost. For one similar completed work, costing must not be less than the amount equal to 80 percent of the estimated cost.
Out of the above, the bidder has to submit a satisfactory O&M report of a minimum of one year for at least one completed work.
As for financial eligibility, the average annual financial turnover during the last 3 years, ending March 31 of FY24, must be at least 30 percent of the estimated cost. Additionally, the bidder should have a positive net worth as on March 31, 2024.
