REIL Invites Bids for 22 MWp Rooftop Solar Power Projects Under RESCO Model

Rajasthan Electronics and Instruments (REIL) has issued a tender to install 22 MWp of grid-connected solar power plants on government buildings across India under the RESCO model. Bid submission ends on November 7, 2025.

Rajasthan Electronics and Instruments (REIL) has floated a tender for installing 22 MWp grid-connected solar power plants in government buildings across India under the RESCO Model.

The estimated value of the tender is INR 4.95 crore. The tender has specified 10 different regions with varying capacities:

 
  • Andhra Pradesh, Telangana and Odisha – 2,100 kWp
  • West Bengal, Bihar and Jharkhand – 2,600 kWp
  • Himachal Pradesh, Uttarakhand, Jammu & Kashmir and Leh & Ladakh – 1,300 kWp
  • Uttar Pradesh – 2,100 kWp
  • Tamil Nadu, Karnataka and Kerala – 2,600 kWp
  • Madhya Pradesh and Chhattisgarh – 2,700 kWp
  • Gujarat, Maharashtra and Goa – 3,100 kWp
  • Punjab, Chandigarh and Haryana – 2,100 kWp
  • Rajasthan and New Delhi – 2,400 kWp
  • North Eastern States (Sikkim, Tripura, Assam, Arunachal Pradesh, Manipur, Nagaland, Meghalaya) – 1,000 kWp
     
Bidders need to furnish INR 45,000/MWp as an earnest money deposit (EMD). Selected bidders must deposit INR 1,12,500/MWp as a performance bank guarantee (PBG) in all regions except North Eastern states, where PBG would be INR 1,23,750/MWp.

The last date for submission of bids is November 7, 2025. The techno-commercial bids will be opened on November 8, 2025.

The size of each project shall be above 20 kWp. “One Project may, however, comprise several units. Each project separately connects with the grid and may have separate meters as per the Discom‘s connection,” specified the tender.

The maximum allowable levelized tariff for this tender is INR 4.64/kWh, except in the North Eastern States, where the ceiling tariff is INR 5.15/kWh.
Solar PV modules of a minimum capacity of 540 Wp must be used. The solar PV modules must be domestic modules manufactured from domestic cells as per the Domestic Content Requirement (DCR), comply with MNRE guidelines, and must be from the Approved List of Models and Manufacturers (ALMM List) of MNRE.

The bidder must possess experience of having successfully completed similar works, i.e. design, supply, installation and commissioning of grid-connected or off-grid or hybrid solar power plants or solar water pumping systems in Capex or RESCO or any other mode, during the last 7 years.

For three similar completed works, the cost of each work must not be less than the amount equal to 40 percent of the estimated cost. For two similar completed works, the cost of each work must not be less than the amount equal to 50 percent of the estimated cost. For one similar completed work, the cost must not be less than the amount equal to 80 percent of the estimated cost.

The bidder must have a minimum net worth of INR 45 lakh/MW. They must also have a minimum average annual turnover (MAAT) of INR 1.35 crore/MW during the last three financial years.
