REIL Floats Tender for 15 MWp Solar Projects Under RESCO Model

Rajasthan Electronics and Instruments (REIL) has invited bids for implementing 15 MWp of grid-connected solar power projects on government buildings across multiple states and UTs under the RESCO model. Bid submission ends on September 29, 2026.

Rajasthan Electronics and Instruments (REIL) has floated a tender for the implementation of 15 MWp grid-connected solar power plants for government buildings in multiple states and union territories of India under the RESCO Model.
 
The total capacity of 15 MWp has been segregated into 5 regions: Region-1 (Andhra Pradesh, Telangana and Odisha – 4.9 MWp), Region-2 (Himachal Pradesh, Uttarakhand, Jammu and Kashmir, and Leh and Ladakh – Special Category – 1.5 MW), Region-3 (Tamil Nadu, Karnataka and Kerala – 3.9 MWp), Region-4 (Gujarat, Maharashtra and Goa – 3.7 MW) and Region-5 (Punjab, Chandigarh and Haryana – 1 MWp).
 
The approximate value of the tender is INR 3.37 crore. Bidders need to furnish INR 0.45 lakh/MWp as an earnest money deposit (EMD). Selected bidders must deposit INR 1.125 lakh/MWp for general category regions and INR 1.2375 lakh/MWp for special category regions, as a performance bank guarantee (PBG).
 
The last date for submission of bids is September 29, 2026. The techno-commercial bids will be opened on September 30, 2026.
 
The size of each Project shall be above 20 kWp. One project may, however, comprise several units. Each Project shall connect separately to the grid and shall have separate meters as per Discom's connection.
 
The bidders must quote for the entire capacity in a Region; however, they can choose to bid one or more regions as per their preference.
 
Levelized Ceiling Tariff for sites falling under General Category States/UTs (Region 1, 3, 4 and 5) will be INR 4.64/kWh and the same for Special Category States/UTs (Region 2) will be INR 5.15/kWh. The bids with tariff in excess of levelized tariffs shall be outrightly rejected.
 
Bidders must have successfully completed or substantially completed similar works during the last seven years, ending on the last day of the month before the month in which bids are invited. The bidder must have completed either three works, each with a capacity of at least 40 percent of the quoted MW capacity; two works, each with a capacity of at least 50 percent of the quoted capacity; or one work with a capacity of at least 80 percent of the quoted capacity.
 
The bidder must have a minimum net worth of INR 45 lakh/MW. The bidder must have a minimum average annual turnover (MAAT) of INR 1.35 crore/MW during the last three financial years.
