REC India Appoints IAS Isha Duhan as Executive Director on Central Deputation

REC India has appointed Isha Duhan, IAS (2014), Uttar Pradesh cadre as Executive Director on central deputation. The appointment marks a transition for Duhan from state-level power administration to a national role in India’s power sector.

Alongside her new responsibilities at REC, Duhan will be associated with the PM Surya Ghar: Muft Bijli Yojana, one of the Government of India’s most ambitious programmes for accelerating rooftop solar adoption among households. REC has been designated as the National Programme Implementing Agency for the scheme, which aims to take rooftop solar to one crore households by 2028.

Duhan brings substantial field experience in the power sector to this national responsibility. As Managing Director of Paschimanchal Vidyut Vitran Nigam (PVVNL), she led one of Uttar Pradesh’s most diverse power distribution utilities, serving agricultural and sugarcane belts, major industrial centres and rapidly urbanising NCR-linked areas.

Her tenure was marked by a strong focus on operational efficiency, financial discipline, accountability and consumer service. PVVNL subsequently secured an A+ rating with 86.57 points, moving up from B in the previous year’s integrated rating of power distribution utilities. The improvement reflected stronger financial sustainability, timely payments to power suppliers and improved cost recovery. (The Times of India)

After PVVNL, Duhan took charge as Managing Director, U.P. Cooperative Sugar Factories Federation (SugarFed), where she brought the same performance-oriented approach to another important sector of the state’s economy. She now relinquishes that responsibility to take up her national assignment at REC.

Her participation in national power-sector forums has also contributed to her emergence as a new and prominent face in the power sector. Her move to REC brings together her experience of managing electricity distribution on the ground with a national institutional mandate encompassing power infrastructure, financing and renewable energy.

Her association with PM Surya Ghar makes the new assignment particularly consequential, placing her at the intersection of electricity distribution, rooftop solar and India’s clean-energy transition.
