Rajasthan Launches Tender for 3200 MW Thermal and 8000 MW Solar Power Procurement

This single tender encompasses the procurement of both coal-based and solar power, requiring bidders to offer full capacities of both types of energy.

In a bid to meet the future electricity demand of the state, Rajasthan Urja Vikas and IT Service Limited (RUVITL) has announced plans to procure thermal power up to a capacity of 3200 MW and solar power up to a capacity of 8000 MW through a Tariff-based Competitive Bidding (TBCB) Process.

This single tender encompasses the procurement of both coal-based and solar power, requiring bidders to offer full capacities of both types of energy. Bidders failing to comply with this requirement will be deemed non-responsive. However, to ensure clarity and ease of understanding regarding contractual obligations, separate sets of documents will be released for the bidding process for coal-based power and solar power.

For coal-based power procurement, the bidding documents will include a Request for Qualification (RFQ) for Design, Build, Finance, Own, and Operate (DBFOO), a Request for Proposal (RFP) for DBFOO, and a Draft Power Sale Agreement (PSA). Meanwhile, for solar power procurement, the bidding documents will consist of a Request for Selection (RFS) and a Draft Power Purchase Agreement (PPA).

Bidders will be required to submit bids for coal-based power and solar power separately in online mode only. The Power Purchase Agreement (PPA) for both thermal and solar power will be executed separately.

Financial bids will be opened for both tenders, with the Weighted Average Tariff for each bidder determined based on the capacities and other relevant factors. The Total Tariff for thermal power is projected to be INR 4.00 per kWh, considering a capacity of 3200 MW and a PLF/CUF of 85 percent, while for solar power, the total tariff is INR 2.50 per kWh, considering a capacity of 8000 MW and a CUF of 28 percent.

The bid documents will be available from May 2, 2024, with the last date for receiving queries set for May 27, 2024. A pre-bid conference is scheduled for June 3, 2024, and the utility's response to queries will be provided by June 11, 2024. The bid due date is set for June 24, 2024, with the opening of technical bids scheduled for the same day at 4:00 PM.
