The Rajasthan government has launched the Pugal Solar Park project in Bikaner. The park will integrate 2,450 MW of solar capacity with 5,000 MWh of battery energy storage to deliver reliable peak-hour power to consumers across the state.
Spread across 4,353 hectares of government-leased land in Pugal tehsil, the project is being developed by Rajasthan Solar Park Development Company Ltd. (RSDCL), a subsidiary of Rajasthan Renewable Energy Corporation Ltd. (RRECL). It will follow a plug-and-play model featuring pre-developed civil and electrical infrastructure and assured grid connectivity.
Rajasthan’s Energy Minister Heeralal Nagar said that the project represents a major leap in Rajasthan’s renewable ambitions and is expected to attract investments exceeding INR 18,000 crore. Energy Secretary Ajitabh Sharma stated that the tender for the project will be issued on November 28, 2025, under a tariff-based competitive bidding process.
Calling the initiative a “game changer,” Sharma said the park will provide firm renewable energy during evening peak hours, helping bridge the state’s projected power deficit of over 22,000 MWh by FY29.
The project will be bid out in two lots — one of 2,000 MW solar with 1,020 MW/4,080 MWh BESS, and another of 450 MW solar with 230 MW/920 MWh BESS. Each lot will be allocated through an e-reverse auction, with a minimum bid size of 225 MW.
Successful bidders will sign 25-year power purchase agreements with Rajasthan Urja Vikas and IT Services Ltd., supported by an optional payment security mechanism to ensure predictable cash flows.
