Rajasthan Invites Bids for 500 MW/1,000 MWh BESS Projects
Rajasthan Rajya Vidyut Utpadan Nigam Ltd. (RRVUNL) invites bids for 500 MW/1000 MWh standalone BESS projects, with a Green Shoe option for an additional 500 MW/1000 MWh. The initiative aims to enhance renewable energy integration, offering VGF support and a competitive bidding process.

Rajasthan Rajya Vidyut Utpadan Nigam Ltd. (RRVUNL) has issued a Request for Selection (RfS) for the development of 500 MW/1000 MWh standalone Battery Energy Storage Systems (BESS) under a Tariff-Based Global Competitive Bidding process.
The BESS projects will be located at RRVUNL generation stations at Giral Lignite Power Project, Barmer and Suratgarh Thermal Power Station, Suragarth, RVPNL,GSS Sakatputa, Kota and RVPNL GSS, Heerapura, Jaipur in the State of Rajasthan. Each BESS project will have a maximum capacity of 125 MW/250 MWh, and the land allocation for each will be 17,500 square meters.
This initiative is part of the State's strategy to enhance energy storage infrastructure, facilitating the integration of renewable energy sources into the grid more effectively. The project is being offered under a Build-Own-Operate (BOO) model with Viability Gap Funding (VGF) support provided by the central government to make the initiative financially viable.
In addition to the initial 500 MW/1000 MWh, a Green Shoe option will be available for an additional 500 MW/1000 MWh of capacity, allowing bidders the flexibility to scale the project. The selection of bidders will involve an e-bidding and e-Reverse Auction process, and bidders will need to submit a non-refundable RfS fee of INR 17.7 Lakhs (inclusive of GST) along with a processing fee of INR of 2,500 plus 18 percent GST. An Earnest Money Deposit (EMD) of INR 10.7 Lakhs per MW, payable through a Bank Guarantee, is also required for participation.
Furthermore, selected bidders must submit a Performance Bank Guarantee (PBG) of INR 26.5 Lakhs per MW before signing the BESPA. The last date for bid submission is December 16, 2024, with bids to be opened on December 18, 2024.
Successful bidders will be required to secure the land under a Right of Use (RoU) agreement, which must be finalised within 60 days of signing the Battery Energy Storage Power Agreement (BESPA). The commissioning milestones for the projects will be tied to the progress of land acquisition and development.This project forms a crucial part of Rajasthan’s energy strategy, contributing significantly to the national goal of renewable energy integration and grid stability.
