Rajasthan Invites Bids for 2,450 MW Solar Plus 1,600 MW/6,400 MWh BESS at Pugal Solar Park

Rajasthan Solar Park Development Company Ltd. has issued a tender to develop 2,450 MW of STU-connected solar PV capacity with 1,600 MW/6,400 MWh of battery storage at the Pugal Solar Park in Bikaner, Rajasthan. Bid submission ends on March 9, 2026.

Rajasthan Solar Park Development Company Ltd. (RSPDCL) has floated a tender for setting up 2,450 MW STU-connected solar PV power projects with 1,600 MW/6,400 MWh energy storage systems (ESS) at Pugal Solar Park, Bikaner in Rajasthan.

The solar power developer (SPD) must set up STU-connected solar PV power project(s) with battery energy storage system (BESS), including the transmission network (HT cable) up to the allotted 33kV bay(s) of RSDCL’s park pooling sub-Station with the primary objective of supplying solar power to Rajasthan Urja Vikas and IT Services (RUVITL), at its own risk and cost.
 
Bidders need to pay INR 59,000 as a bid document fee. They also need to deposit INR 20 lakh (plus GST) as a tender processing fee. Further, they need to furnish INR 13.82 lakh/MW as an earnest money deposit (EMD). Selected bidders must deposit PBG of INR 27.63 lakh/MW/project to RUVITL prior to signing the PPA and INR 6.91 lakh/MW/project to RSDCL prior to signing the ISA.
 
The last date for submission of bids will be March 9, 2026. The techno-commercial bids will be opened on March 12, 2026.
 
The entire capacity will be divided into two LOTs. LOT-1 will comprise 8 plots of 250 MW each, totalling 2,000 MW of solar capacity integrated with 1,320 MW/5,280 MWh BESS. LOT-2 will have 2 plots of 225 MW each, totalling 450 MW of solar capacity integrated with 280 MW/1,120 MWh of BESS.
  
The minimum bid capacity under LOT-1 will be 250 MW, and increments in multiples of 250 MW only will be allowed. LOT-2, minimum bid capacity will be 225 MW. Each Bidder must indicate their preference for all 8 plots in LOT-1 and all 2 plots in LOT-2, along with their bid. The maximum capacity to be allotted to a single bidder will be 1,225 MW cumulatively for both the LOTs.
 
BESS of 4-hour storage of proportionate capacity for allotted solar PV power project(s) must mandatorily be installed in the allotted project land. “It is clarified that BESS charged using a source other than a solar power plant installed inside the Pugal Solar Park would not qualify as ESS for the purpose of the project(s),” noted the tender. The SPD can, however, source up to 5 percent RE power on an annual basis from the green market sources/bilateral agreements.

Developers are required to cap the annual capacity utilisation factor at 28 percent and ensure that the BESS maintains at least 95 percent availability of its rated capacity on a monthly basis.

The SPD must install and maintain GPS GPS-enabled Automatic Weather Station (AWS) as per the technical specifications and standards specified by the relevant central government agency.

The solar PV modules and solar PV cells used in the project(s) must be from the models and manufacturers included in ALMM List-I (for solar PV modules) and ALMM List-II (for solar PV cells).
 
The net worth of the bidder must be at least INR 1.382 crore/MW as on the last date of FY25. Further, they must have a minimum annual turnover of INR 69.10 lakh/MW during FY25.

Alternatively, they must demonstrate internal resource generation capability, in the form of profit before depreciation, interest and taxes (PBDIT) for a minimum amount of INR 13.82 lakh/MW, as on the last date of FY25. Or, they can produce an in-principle sanction letter from the lending institutions/banks of the bidder, committing a line of credit for a minimum amount of INR 17.275 lakh/MW, towards meeting the working capital requirement of the projects.
