Rajasthan Govt Directs DISCOMs to Comply with MNRE’s ALMM-II Exemptions for PM Surya Ghar
The Rajasthan government has directed the State Discoms to strictly comply with the Ministry of New and Renewable Energy’s revised norms for residential rooftop solar projects under the 'Give It Up' category of PM Surya Ghar: Muft Bijli Yojana, exempting eligible consumers from DCR certificate and ALMM List-II requirements.

The Energy Department of the Government of Rajasthan has directed all three state distribution companies – Jaipur Vidyut Vitran Nigam (JVVNL), Ajmer Vidyut Vitran Nigam (AVVNL) and Jodhpur Vidyut Vitran Nigam (JDVVNL) – to implement the Ministry of New and Renewable Energy's (MNRE) revised guidelines for Residential Rooftop Solar (RTS) projects under the "Give It Up" category of PM Surya Ghar: Muft Bijli Yojana with immediate effect.
The order, dated June 15, 2026, follows MNRE's Office Memorandum issued on March 30, 2026, which enabled residential rooftop solar installations under the "Give It Up" category without requiring submission of a Domestic Content Requirement (DCR) certificate. It also incorporates MNRE's clarification dated June 8, 2026, which exempted such projects from adhering to the Approved List of Models and Manufacturers (ALMM) List-II for solar PV cells.
Under the order, all applications received through the National Portal under the "Give It Up" category are to be processed in accordance with MNRE's office memorandum, subsequent clarification and any future instructions issued by the ministry.
The state government has clarified that eligible consumers opting for the "Give It Up" category will not be required to submit DCR certificates. In addition, residential rooftop solar projects registered under this category will be exempt from the applicability of ALMM List-II (Solar PV Cells), subject to conditions prescribed by MNRE from time to time.
The order further states that no application under the category should be rejected solely due to non-submission of a DCR certificate or non-applicability of ALMM List-II, where such exemptions are permissible under MNRE guidelines.
The DISCOMs have also been instructed to issue necessary directions to all circle, division and sub-division offices to ensure uniform implementation of the revised provisions across Rajasthan. They have been asked to process all applications through the National Portal in a timely manner and in line with the operational procedures and clarifications issued by MNRE.
