Rajasthan Becomes First Indian State to Sign Clean Energy Framework with International Solar Alliance
Rajasthan has become the first Indian state to sign a Framework for Action with the International Solar Alliance (ISA) to accelerate clean energy deployment, grid modernisation and sustainable energy development.

Rajasthan has become the first Indian state to sign a Framework for Action – Advance Clean Energy, Driven Sustainable Development with the International Solar Alliance (ISA).
The framework was signed by Aarti Dogra, Secretary, Energy Department, Government of Rajasthan, and Ashish Khanna, Director General, ISA, in the presence of Chief Minister Bhajan Lal Sharma at the Chief Minister's residence in Jaipur.
The agreement aims to support Rajasthan in preparing a comprehensive Energy Transition Plan for 2030-35, focusing on renewable energy expansion, transmission and distribution network strengthening, grid modernisation, energy storage, energy efficiency, demand-side management, energy modelling, institutional capacity building and policy reforms.
As part of the collaboration, ISA will also support AI-enabled digitalisation of the state's power sector. A Digital Twin-based pilot project will be implemented at Ajmer Vidyut Vitran Nigam to improve electricity demand forecasting, network planning, renewable energy integration and the reliability of power supply.
Speaking on the occasion, Chief Minister Bhajan Lal Sharma said that the partnership aligns with India's global leadership in climate action under the vision of Prime Minister Narendra Modi. He noted that the framework would accelerate Rajasthan's transition from conventional to renewable energy while enhancing electricity transmission, distribution and supply quality.
Sharma highlighted that Rajasthan's favourable geographical conditions have made it one of India's leading renewable energy states. Under the Rajasthan Integrated Clean Energy Policy, the state has set a target of developing 125 GW of clean energy capacity. He added that more than 4 GW of solar capacity has already been deployed under the PM-KUSUM scheme, enabling daytime electricity supply to farmers across 26 districts.
The Chief Minister also stressed the need for strengthening transmission and distribution infrastructure, expanding grid capacity and adopting technologies such as energy storage, demand-side management, digitalisation and smart grids to support the growing share of renewable energy in the state's power mix.
Minister of State (Independent Charge) for Energy, Heeralal Nagar, said that the framework would facilitate the use of artificial intelligence to improve electricity services and strengthen the state's energy infrastructure.
ISA Director General Ashish Khanna said that Rajasthan is the first state with which the alliance has signed such a framework, adding that the state's progressive policies have helped it emerge as India's second-largest solar energy state.
The collaboration is also expected to provide training, knowledge-sharing and capacity-building opportunities for Rajasthan's engineers and energy officials through ISA's global network.
During the review meeting, the Chief Minister also directed officials to accelerate implementation of the PM Surya Ghar: Muft Bijli Yojana, while calling for regular monitoring of the scheme. He further reviewed the progress of PM-KUSUM, the Revamped Distribution Sector Scheme (RDSS), battery energy storage systems and the Green Energy Corridor, directing officials to expedite their implementation.
