Rajasthan Approves INR 15,600 Crore Power JV, Launches Diaspora Department
Rajasthan Cabinet has cleared a INR 15,600 crore RVUNL–SCCL power joint venture, established a diaspora department, and approved solar projects to strengthen energy infrastructure and attract tech investments.

In a move to strengthen its administrative framework and energy infrastructure, the Rajasthan state Cabinet has sanctioned the creation of a dedicated diaspora department.
It has further authorised a INR 15,600 crore joint venture between Rajasthan Rajya Vidyut Utpadan Nigam Ltd (RVUNL) and Singareni Collieries Company Ltd (SCCL), with SCCL holding 74 percent and RVUNL 26 percent, Deputy Chief Minister Premchand Bairwa said.
The joint venture will develop an 800 MW coal-based power plant at the mining site, costing INR 9,600 crore, alongside 1,500 MW of solar capacity within Rajasthan with an investment of INR 6,000 crore. Officials said the combined mix of conventional and renewable energy assets will support long-term demand planning and ensure energy stability.
To enhance transmission infrastructure, the Cabinet approved land allocation for a 765 kV Power Grid substation in Barmer, improving renewable energy evacuation and grid stability. Additionally, over 580 hectares in Bikaner and Chittorgarh were allotted for upcoming solar projects.
The Cabinet also approved naming two government colleges in Sirohi district after local donors, recognising community contributions. It cleared the Rajasthan Global Capability Centre (GCC) Policy-2025, aimed at attracting multinational companies to establish capability centres in Jaipur, Udaipur, and Jodhpur. Officials said the policy will bolster Rajasthan’s position as a competitive destination for technology and innovation-led investments, though timelines for implementation remain unspecified.
