PSERC Amends Intra State Open Regulations to Promote Green Energy
The amendments have been made as per the green energy open access rules announced by the Ministry of Power in May. These amendments will modify various aspects such as cross-subsidy surcharges, standby charges, scheduling and imbalance charges.

In a bid to promote green energy through open access installations in Punjab, the Punjab State Electricity Regulatory Commission (PSERC) amended its intra state open regulations. According to the new regulations, consumers who have an aggregate sanctioned contract demand of 100 KVA and above would be able to procure green energy through open access. This is in line with the announcement made by the Ministry of Power in May.
With an aim to streamline the application process, a centralized registry for all such applications would be established by the central nodal agency. The applications need to be approved by the state nodal agency within fifteen days and the commission will resolve appeals within three months.
Apparently, these amendments will modify various aspects such as cross-subsidy surcharges, standby charges, scheduling and imbalance charges.
By paying commitment charges, green energy open access consumers would be able to avail standby power beyond a specified period. The additional surcharges would not be imposed if the green energy open access consumers are already paying fixed charges or if the green energy is used to generate green hydrogen/ammonia.
