PMC to Partner with 12 Civic Bodies for 15 MW Waste to Energy Plant in Patna

Patna Municipal Corporation will coordinate a 15 MW waste to energy project at Ramchak Bairiya, with 12 civic bodies supplying waste to an integrated processing facility.

The Patna Municipal Corporation (PMC) is set to sign Memorandums of Understanding (MoUs) with 12 urban local bodies (ULBs) to develop a 15 MW waste to energy (WtE) plant at Ramchak Bairiya.

The project is part of an integrated solid waste management initiative aimed at improving municipal waste processing and generating renewable electricity.

PMC has been designated as the nodal agency by the Urban Development and Housing Department to coordinate the project and oversee its implementation. A coordination meeting with representatives of the participating civic bodies was held to finalise their roles, responsibilities and the implementation framework.

The regional waste management project will involve 13 civic bodies, including PMC. Danapur Nizamat, Phulwarisharif, Masaurhi, Sampatchak, Fatuha, Khagaul, Bihta, Bakhtiyarpur, Maner and Naubatpur municipal bodies, along with Punpun and Khusrupur Nagar Panchayats, will participate in the initiative.

Under the proposed arrangement, each urban local body will be responsible for collecting and transporting municipal solid waste from its jurisdiction to the Ramchak Bairiya facility using its own resources and logistics.

The integrated facility will be developed under a Public Private Partnership (PPP) model based on the Design, Build, Finance, Operate and Transfer (DBFOT) framework. Besides the 15 MW waste to energy plant, the complex is planned to include a bio methanation plant, Material Recovery Facilities (MRFs) and a composting facility.

The project is expected to be completed within two years and become operational by 2028. The combination of waste processing, material recovery, composting and energy generation is expected to reduce the volume of waste sent to landfills while improving resource recovery.

The development comes as Bihar sees increasing interest in waste to energy and biogas infrastructure. Companies from Maharashtra and Uttar Pradesh have recently expressed interest in investing around INR 200 crore in new biogas plants in West Champaran.

Separately, Sistema.bio, the Forward7 Initiative of Saudi Arabia and Air Products have launched a programme in Begusarai to provide subsidised biodigesters to smallholder farmers.

The Ramchak Bairiya project is expected to strengthen Bihar’s waste management infrastructure while supporting renewable energy generation, improved urban sanitation and the development of a more circular waste economy.
