PM Surya Ghar: Ground-Mounted Elevated Structure Allowed Only in Capex Mode, Clarifies MNRE

The Ministry of New and Renewable Energy (MNRE) has clarified that all installations under the ULA and RESCO models of the PM Surya Ghar Muft Bijli Yojana must be rooftop-based, while ground-mounted elevated systems will be permitted only under the capex mode.

Ministry of New and Renewable Energy (MNRE) has clarified that all installations under Utility-Led Aggregation (ULA) or Renewable Energy Service Company (RESCO) model under PM Surya Ghar Muft Bijli Yojana have to be in rooftop mode only.

This includes systems installed under Virtual Net Metering (VNM), which must also be installed on rooftops, stated MNRE in a notification.

“It is clarified that ground-mounted elevated installations, meeting the technical specifications detailed in the guidelines, are explicitly allowed only in the capex mode,” it said.

Ground-mounted systems ог other aggregated models – such as community or off-site installations – shall not be permitted under ULA/RESCO model, except under any special circumstances, subject to specific approval of MNRE on a case to case basis, mentioned the notification.

In an earlier notification issued on February 13, 2025, MNRE stated that for the purpose of central financial assistance (CFA), residential rooftop solar (RTS) plant would be the grid-connected solar power system tagged to a particular residential power connection of the local DISCOM and will only include installations on a roof/terrace/balcony or on top of elevated structures.

“A number of representations have been received stating that many roofs, especially in rural areas, are not suitable for rooftop solar; therefore, beneficiaries are not able to benefit from PMSG:MBY Scheme. It is also the intent of the scheme to allow apartment dwellers to participate in the scheme through Virtual Net Metering arrangements, which can be made viable through ground-mounted elevated installations,” stated the earlier notification.

The MNRE then clarified that ground-mounted elevated installations, meeting the technical specifications detailed in the guidelines, are explicitly allowed in the scheme. “This clarification will apply both on capex mode as well as RESCO/Utility Led Mode of implementation under the PMSG: MBY,” it said.

And, with this corrigendum to clarification, the clause related to the ULA/RESCO model has been amended, making ground-mounted installations allowed only in capex mode. All installations under the RESCO/ULA model must be strictly implemented on the rooftop only.
