The Punjab Energy Development Agency (PEDA) has announced an invitation for e-tender for a comprehensive project that includes the site survey, design, supply, installation, testing, and commissioning of fixed Photovoltaic Solar Trees in the state.
This significant project will also encompass a warranty and a five-year Annual Maintenance Contract (AMC), ensuring long-term efficiency and support for the installed systems.
The project details outline several financial requirements for potential bidders. The system cost is to be quoted by the bidder, with an earnest money deposit of INR 35,000. Additionally, there is a processing fee of INR 2,247 and a tender form fee of INR 3,000.
The sale of the tender document will begin online on July 15, 2024. A pre-bid meeting is scheduled for July 22, 2024, followed by the receipt of e-tenders until July 30, 2024. The opening of the e-tenders will take place on July 31, 2024.
The scope of work for this project is extensive and includes a detailed site survey, design, supply, installation, testing, and commissioning of the Photovoltaic Solar Trees. These solar trees are to be installed at the PEDA Head Office and various other locations across Punjab. Each solar tree is required to have a minimum capacity of 3 kW, featuring a tree-shaped module mounting structure with at least 9 feet of ground clearance.
The solar trees will include six leaves or panels, depending on space availability, and will be equipped with complete infrastructure such as cable conduits, junction boxes, distribution boxes, connectors, and protective measures including earthing and lightning protection.
Initially, the proposed quantity is five solar trees, although this number may be adjusted based on PEDA's requirements. In the event that no solar trees are procured under this tender, PEDA will not incur any financial liability. This flexible approach ensures that the project can be scaled according to the state's renewable energy needs.
To be eligible for this project, bidders must demonstrate significant experience in the design, manufacturing, supply, installation, commissioning, and maintenance of SPV Power Plants with an aggregate capacity of at least 100 KWp over the past three years. Proof of eligibility, such as work orders, commissioning certificates, and satisfactory operation reports, must be included in the technical bid. Authorised suppliers are required to submit a certificate as per Annexure 5 from their principal.
Furthermore, bidders should have an average annual turnover of INR 50 Lakh for any three financial years out of the last four financial years. They must also have been profitable for any two financial years within this period, and their net worth should be positive. This stringent financial criterion ensures that only capable and stable companies are considered for the project.
