Organic Recycling Systems Secures INR 167.30 Crore BPCL Contracts for CBG Plants

Organic Recycling Systems, an integrated CleanTech and decarbonisation platform, has secured two EPCOM contracts from Bharat Petroleum Corporation (BPCL), aggregating INR 167.30 crore (approx USD 17.70 million), including GST, for the development and operation of organic municipal solid waste-based Compressed Biogas (CBG) plants in Mysuru, Karnataka and Raipur, Chhattisgarh. 

The twin contract adds approximately 9.8 TPD of aggregate CBG processing capacity, expanding the company’s presence into two new states, and extending its engagement with BPCL through five-year Operations & Maintenance (O&M) mandates. The contracts have been awarded to ORSL’s wholly owned subsidiary, Solapur Bioenergy Systems (SBESPL). The projects cover the complete lifecycle of the plants—from engineering, procurement and construction through commissioning and long-term operations and maintenance. 

The Mysuru facility is currently expected to have a capacity of approximately 5 TPD, while the Raipur facility is currently expected to have a capacity of approximately 4.8 TPD, together aggregating approximately 9.8 TPD of processing capacity. 

Unlike a conventional EPC order, the EPCOM structure gives ORSL responsibility across the entire lifecycle of both projects—including engineering, procurement, construction, commissioning and long-term operations. SBESPL will also be responsible for plant performance, uptime, preventive and breakdown maintenance, safety compliance and manpower management. The five-year O&M mandates provide ORSL with an extended operating relationship with BPCL and an opportunity to demonstrate its ability to remain accountable for plant performance well beyond construction and commissioning.

The latest awards also add to ORSL’s growing engagement with public-sector oil marketing companies. The company has recently secured the renewal of its O&M contract for the Gorakhpur CBG plant with Indian Oil Corporation (IOCL). 

Taken together, the BPCL EPCOM awards and renewed IOCL O&M engagement demonstrate the growing confidence being placed by India’s PSU oil marketing companies in ORSL’s technical capabilities, project execution expertise and operational track record. 

The Mysuru and Raipur projects represent a meaningful geographic expansion for ORSL, adding Karnataka and Chhattisgarh to its multi-state operating presence. 

The projects are aligned with the broader development of India’s circular bioenergy ecosystem, where CBG can play a role in converting organic waste into a useful energy resource while supporting the country’s broader decarbonisation objectives. 

India's CBG sector is receiving increasing policy attention as the country seeks to develop alternative sources of clean and renewable energy while addressing the challenges associated with organic waste management. 

Government initiatives such as the Sustainable Alternative Towards Affordable Transportation (SATAT) programme and the recently approved GOBARdhan National Circular Bioenergy Scheme are supporting the development of CBG infrastructure across the country.

The increasing focus on converting organic waste into useful energy, combined with the participation of major public-sector oil marketing companies, is creating opportunities for companies with capabilities spanning technology development, project engineering, construction and long-term plant operations.

ORSL expects these developments to support continued growth in its CBG order pipeline and sees further opportunities for the deployment of its technology and project execution capabilities across India. 

The five-year O&M mandates associated with both projects also provide an extended operating relationship beyond project commissioning, supporting ORSL’s strategy of developing long-term, integrated CleanTech and bioenergy partnerships.
