OREDA Invites Tenders for Retrofitting Boats to Solar/Electric Power in Chilika Lake, Odisha

An e-tender with NIT No. 2607 was released on June 19, 2024, by the Odisha Renewable Energy Development Agency (OREDA) for the design, engineering, retrofitting, and deployment of boats in Chilika Lake, Odisha, that are currently powered by diesel or gasoline to solar or electric (zero emission) boats.

This project's scope of work involves the thorough engineering, design, and deployment of solar or electric propulsion systems on boats that are now diesel or petrol-powered. It also includes two years of maintenance for the boats that have been converted, guaranteeing their dependability and effectiveness. The modified boats must include solar or electric propulsion systems that guarantee zero emissions, according to project specifications. 

To meet the safety and performance requirements established by OREDA, these systems must be able to supply enough power to meet the boats' operational needs. 

The minimum average yearly turnover of INR 1 crore over the previous three fiscal years, prior experience working on projects of a comparable kind, and the necessary managerial and technical skills are requirements for bidder eligibility. Also, bidders have to abide by all statutory and regulatory requirements. The tender requires a non-refundable bid processing fee via e-payment and a cost of bid via demand draft, both detailed in Section 2 (BDS) and a bid security must be submitted through demand draft, fixed deposit receipt, or bank guarantee.

The instructions for submitting bids include that they must be done so online through the approved e-procurement site. It is also necessary for some technical bid forms to be supplied in hard copy. 

The Notice Inviting Tender (NIT) was officially published on the E-procurement and OREDA websites on June 20, 2024, marking the commencement of the procurement process. Interested parties are required to submit their online copies of the Technical Bid and Price Bid by July 2, 2024. Hard copies of the Technical Bid must be submitted by July 18, 2024. The tentative date for the opening of the Technical Bids, encompassing both online and hard copies excluding the Price Bid, is scheduled for July 19, 2024. The specific date for the opening of the online Price Bid, applicable only to Bidders whose Technical Bids meet the responsive criteria, will be communicated later.

Moreover, the due date for submission of pre-bid queries, as per the OREDA format, is set for June 27, 2024. A virtual Pre-bid Meeting is scheduled to take place on June 29, 2024 at 12:30 PM, providing an opportunity for potential bidders to gain further clarity on the tender requirements and procedures

The tender's terms and conditions cover clauses about bid security, performance guarantees, and late fees.
